The North Lincolnshire Council Health and Wellbeing Board met to discuss the North Lincolnshire Pharmaceutical Needs Assessment, the Joint Health and Wellbeing Strategy, and the NHS's ten-year plan. The board was scheduled to review and provide feedback on these key healthcare initiatives. The meeting also included a presentation and discussion on neighbourhood health, care, and wellbeing services.
North Lincolnshire Pharmaceutical Needs Assessment 2025
The Health and Wellbeing Board was scheduled to discuss the North Lincolnshire Pharmaceutical Needs Assessment (PNA). The board was asked to approve the publication of North Lincolnshire's PNA, a document required by statute to be published by 1 October 2025.
The PNA is used by the Health and Wellbeing Board to ensure that the population has access to the right NHS pharmaceutical services, at the right time and in the right place. The Humber and North Yorkshire Integrated Care Board also uses the PNA to determine applications to open new pharmacies or make changes to local NHS pharmaceutical services in the area.
The report pack stated that the PNA considered the current provision of pharmaceutical services across North Lincolnshire, and analysed whether current provision meets the needs of the population, and whether there are any potential gaps in pharmaceutical service provision either now or within the lifetime of the document.
The report pack stated that the consultation feedback confirmed that all respondents agreed with the conclusions of the pharmaceutical needs assessment and that the pharmaceutical needs assessment reflects the needs of the area's population.
The report pack stated that the analysis had not identified any services that would secure improvements, or better access to the provision of pharmaceutical services either within the lifetime of the pharmaceutical needs assessment.
The report pack stated that it was anticipated that the current pharmaceutical service providers would be sufficient to meet local needs.
In summary, overall access to pharmaceutical services in North Lincolnshire is sufficient due to the spread of premises across the area and the times at which they are open. All known residents can access a pharmacy within 20 minutes by private transport (20 minutes is the Department for Health and Social Care's standard for access by car).
Item 7 - Pharmaceutical Needs Assessment
The report pack recommended that the Health and Wellbeing Board approve the publication of the PNA.
Joint Health and Wellbeing Strategy
The Health and Wellbeing Board was scheduled to discuss the final version of the Joint Health and Wellbeing Strategy.
The report pack stated that a draft version of the strategy was shared at the Health and Wellbeing Board in June 2025, and that feedback had been received and minor edits made to the document.
The report pack stated that producing a Joint Local Health and Wellbeing Strategy is a statutory requirement of the Health and Wellbeing Board under section 116A of the Local Government and Public Involvement in Health Act 2007, recently amended by the Health and Care Act 2022.
The report pack included the final version of the North Lincolnshire Health & Wellbeing Strategy 2025 - 2035, which stated that the strategy focuses on building health and wellbeing, collaboratively, with communities, the voluntary sector, public sector, and private sector, for every person living in North Lincolnshire.
The strategy stated that the role of the North Lincolnshire Health and Wellbeing Board is to:
- Provide leadership to enable and influence everyone to work together as One North Lincolnshire to increase our health and wellbeing.
- Identify, assess, and monitor the health and wellbeing of everyone in North Lincolnshire, ensuring that people who experience multiple disadvantages are considered.
- Develop priorities and ensure that these are addressed across all policy areas to ensure that everyone in North Lincolnshire has strong foundations for health and wellbeing.
The strategy stated that the Health and Wellbeing Board has one vision, two ambitions, three areas of focus, and four principles to guide them in their work.
- One vision: Thriving people and place.
- Two ambitions:
- Narrow the gap in healthy life expectancy by 2030 and continue to narrow this gap to 2035.
- Increase healthy life expectancy by five years by 2035.
- Three areas of focus:
- Create healthy places to live, grow, and play.
- Improve the health and wellbeing of women and children.
- Improve the experience of ageing.
- Four Principles:
- Designing for equity, acting boldly, with love.
- Evidence informed.
- Community focused.
- Remembering unique experience.
The strategy stated that the three areas of focus are interconnected, and that the challenges facing the board are complex and require a different approach to address them.
The report pack asked the Health and Wellbeing Board to note publication of the final draft of the North Lincolnshire Health and Wellbeing Strategy, to share the strategy widely, and to consider connection to the strategy, and implementation of it, in all activities of their organisations.
Fit for the Future: The Ten Year Health Plan for England
The Health and Wellbeing Board was scheduled to receive a presentation and discuss the ten-year health plan for England, with the North Lincolnshire NHS Place Director. The report pack included a toolkit for NHS communications teams, dated July 2025, which outlined the key messages and goals of the plan.
The plan sets out a new course for the NHS, seizing the opportunities provided by new technology, medicines, and innovation to deliver better care for all patients and better value for taxpayers.
The plan is delivered through three shifts:
- From hospital to community
- From analogue to digital
- From sickness to prevention
The plan aims to achieve the following by 2028/29:
- Same-day digital and telephone GP appointments.
- A GP-led Neighbourhood Health Service.
- Neighbourhood Health Centres in every community, increased pharmacy services and more NHS dentists.
- Redesigning outpatient and diagnostic services.
- Redesigning urgent and emergency care.
- A Single Patient Record.
- The NHS App as the front door to the NHS.
- A Health Coach to help people take greater control of their health.
- New weight loss treatments and incentive schemes to help reduce obesity.
- The Tobacco and Vapes Bill will be passed, creating the first smoke-free generation.
- Women will be able to carry out cervical screening at home using self-sample kits from 2026.
The plan also aims to make the NHS the very best place to work by setting new standards for flexible, modern NHS employment, expanding training opportunities and reducing the burden of admin.
The plan also aims to power transformation through innovation to drive healthcare reform, including:
- Data to deliver impact
- AI to drive patient power and productivity
- Genomics and predictive analytics for pre-emptive, personalised care starting at birth
- Wearables to make care 'real-time'
- Robotics to support precision
The plan also sets out a new financial foundation, with a move to a system of value-based healthcare where spending and incentives are aligned to what delivers the best outcomes.
The plan also sets out specific goals for cancer, women's health and maternity, diabetes, mental health, cardiovascular disease, and children's health.
Neighbourhood Health, Care and Wellbeing Services
The Health and Wellbeing Board was scheduled to receive a presentation and discuss neighbourhood health, care, and wellbeing services, with the North Lincolnshire NHS Place Director. No further information was provided in the report pack.
