The Licensing Committee convened to review sub-committee proceedings, receive updates on legislation and appeals, and discuss the openness of local government. The committee confirmed minutes from previous sub-committee meetings and noted updates on licensing regulations and the availability of licensing decisions on the council website. An enforcement report was also presented, but is not available to the public.
Licensing Decisions
The committee ratified decisions made at previous sub-committee meetings.
The Licensing (Activities) Sub-Committee, on 23 July 2025, granted a premises licence to Monument Garage on Bigby Road in Brigg, subject to conditions:
- Alcohol sales are permitted from 07:00 to 21:00 daily.
- All conditions agreed between the applicant and Humberside Police are to be followed.
- Deliveries and waste collections are restricted to between 09:00 and 16:00.
The Licensing (Miscellaneous) Sub-Committee, on 19 June 2025, addressed two cases:
- A private hire vehicle driver's licence was renewed for one year, despite the licence holder having motoring convictions in 2021 and 2022 that they did not declare on their application form. The committee agreed to the renewal because they were satisfied that the licence holder was a fit and proper person in accordance with section 5.1 of the Local Government (Miscellaneous Provisions) Act 1976.
- A private hire vehicle driver's licence was revoked following the licence holder's arrest for multiple offences on two separate occasions. The committee revoked the licence because they were not satisfied that the licence holder was a fit and proper person in accordance with Section 5.1 of the Local Government (Miscellaneous Provisions) Act 1976.
Updates and Reports
The committee received updates on several key areas:
- Legislation Update: The Director: Communities informed the committee about a new licensing scheme for primate keepers, which would require all private keepers to obtain a licence by April 2026. Existing primate keepers could apply for a licence from April 2025.
- Openness of Local Government Bodies Regulations 2014: The Director: Communities provided an update, advising that all licensing decisions made by elected members or officers under delegated powers are available on the council's website.
- Appeals to the Magistrates Court: The Director: Transformation and Outcomes reported that there were no new appeals submitted against decisions of the Licensing (Activities) Sub-Committee or the Licensing (Miscellaneous) Sub-Committee.
- Enforcement Report: The Director: Communities submitted a report advising the Committee of Enforcement carried out by Authorised Officers of the Licensing Division. This report is not available to the public.
