The Hammersmith and Fulham Planning and Development Control Committee convened on 16 September 2025, addressing several key planning applications. The committee approved the redevelopment of part of the Tesco car park on Brook Green for residential use, and also approved the associated reconfiguration of the remaining car park. Additionally, the committee approved the redevelopment of the Live and Let Live pub on North End Road into flats. A decision on a planning application for 1A Durrell Road was withdrawn, and the committee voted to refuse a rear roof extension at 17 Bloom Park Road.
Tesco Car Park Redevelopment and Reconfiguration
The committee reviewed two linked applications concerning the Tesco car park on Brook Green. The first application (2024/01344/FUL) sought approval for the redevelopment of a portion of the surface car park to construct 12 residential dwellings. The second application (2024/01345/FUL) covered the reconfiguration of the remaining car park spaces.
The committee voted to approve both applications, subject to conditions and a legal agreement.
The proposal involves building 12 family homes on part of the existing car park, with 35% of them designated as affordable housing. The development includes a mix of four-bedroom units, addressing the borough's need for family-sized accommodation. The affordable units will be split between low-cost rent and intermediate shared ownership.
Matthew Rosson, Planning and Development Director at Site Acquisitions, spoke in support of the application, highlighting the collaborative effort between the development team, planning officers, and consultees. He emphasised the project's commitment to meeting local housing needs, modernising the Tesco car park, and transforming Barb Mews.
The approved plans include:
- Construction of 12 residential units, comprising a mix of 4-bedroom dwellings.
- Provision of four affordable homes, meeting the 35% threshold.
- Reconfiguration of the existing car park, resulting in a reduction of 55 spaces.
- Improvements to Barb Mews, including a new footway, refuse/recycling storage, and cycle parking.
- Preservation of the pedestrian access from Barb Mews to the Tesco store.
As part of the discussion, Councillor Adrian Pascu-Tulbure, Opposition Deputy Leader, raised concerns about the parking stress survey being conducted over only one weekend in December. He questioned whether this provided a consistent view of parking demand throughout the year. An officer responded that the survey was conducted during the busiest shopping weekend before Christmas and that highways colleagues were satisfied with the data. Councillor Nicole Trehy, Chair of the Climate Change and Ecology PAC, inquired about the replacement of six mature trees to be felled. The officer clarified that the ecology team would purchase credits for landscaping elsewhere, aiming to maximise provision on site.
The legal agreement for the development includes provisions for:
- Affordable housing provision.
- Maintenance of public access via the pedestrian alleyway from Barb Mews.
- Contributions towards carbon offsetting, community safety, public realm improvements, and economic development.
- A review of controlled parking zone hours.
- Section 278 works for improvements to Barb Mews.
Live and Let Live Redevelopment
The committee approved the redevelopment of the Live and Let Live site at 37 North End Road into nine self-contained flats. This decision marks a shift from the site's previous use as a public house.
The approved plans include:
- Erection of a part two, part four-storey building.
- Excavation and enlargement of the existing basement.
- Provision of rooftop plant and enclosure, and PV panels.
- Private amenity space.
- Refuse and cycle storage.
The approval is subject to a legal agreement and various conditions, including material samples, landscaping details, and measures to mitigate air quality and noise impacts.
The decision to allow the redevelopment was based on several factors, including the justification for the loss of the public house, the provision of new housing units, and the design's compatibility with the surrounding area. The committee considered that the benefits of the development outweighed the loss of the pub, citing marketing evidence that demonstrated a lack of realistic prospects for the building's continued use as a public house.
1A Durrell Road Application
The planning application for 1A Durrell Road was withdrawn from the agenda after officers received legal advice regarding an error made by the applicant with the location plan.
17 Bloom Park Road Application
The committee voted to refuse planning permission for a rear roof extension at 17 Bloom Park Road. The proposed hip-to-gable roof extension was deemed visually prominent and out of character with the established roof level development along the terrace. The committee considered the proposal harmful to the character of the Central Fulham Conservation Area.
