The Licensing Sub Committee of Cardiff Council met on Wednesday 17 September 2025 to consider applications for premises licences. Councillor Michael Michael, Deputy Lord Mayor, was scheduled to chair the meeting, with Councillors Maliika Kaaba and Rhys Owain Livesy also in attendance. The committee was scheduled to discuss a variation to an existing premises licence, and the grant of a new premises licence.
Variation of Premises Licence for Perilicious, City Road
The committee was scheduled to consider an application from Shabbir Ahmad to vary the premises licence for Perilicious, located at 82 City Road, Roath, Cardiff, CF24 3DD.
Perilicious currently has a licence to sell alcohol for consumption on the premises from 12:00 to 23:00 hours, Monday to Sunday. The applicant requested to add the provision of late night refreshment (indoors and outdoors) from 23:00 to 05:00 hours, Monday to Sunday. The proposed opening hours of the premises were applied for as 12:00 to 05:00 hours, Monday to Sunday.
Documents in the report pack included the operating schedule, current conditions, a site map and plan of the premises.
The report pack noted that representations had been received from South Wales Police, Neighbourhood Services (Pollution Control), and other persons.
South Wales Police Representation
South Wales Police initially objected to the grant of a variation of the premises licence, citing concerns about the prevention of crime and disorder, given that there had been 169 reported crimes in the area in May 2025. However, the report pack stated that the applicant had verbally agreed to South Wales Police recommendations, and as a result, the police would automatically withdraw their objection if the applicant formally agreed to the representations.
The representations included:
- Amending the provision of late-night refreshment off the premises to delivery only, between 23:00 and 05:00.
- Installing and maintaining a CCTV system to a standard approved by South Wales Police, covering all public areas, including entrances and exits. Images to be kept for a minimum of 31 days and produced to a Police employee immediately upon request.
- Maintaining an incident book on site for twelve months, recording all crimes reported, complaints received, incidents of disorder, visits by relevant authorities or emergency services, and any CCTV system failures.
- Completing all purchases of late-night refreshment for delivery electronically prior to dispatch of goods, with no cash on delivery sales.
- Delivering late-night refreshment only to a verified residential address where the customer is present to receive the order.
- Turning off all illuminated signage/lights at the premises after 23:30, Monday to Sunday.
- Contacting customers via phone when delivering food, so as not to disturb residents.
- Ensuring that doors at the premises are shut after 22:00 (save for access and egress of persons) to minimise disturbance to local residents.
- Having delivery drivers wait for deliveries in an internal section of the premises, and ensuring that staff prevent excessive noise created by drivers when leaving, entering, or smoking outside the premises.
- Displaying notices asking all staff, including delivery drivers, to leave the premises quietly and respect local residents.
- Not permitting customers under the age of 16 years on the premises after 22:00 unless accompanied by a responsible adult.
The applicant confirmed that they fully agreed to the representations and conditions proposed by South Wales Police.
Pollution Control Representation
The Pollution Control department reviewed the application with particular regard to the licensing objective of 'the prevention of public nuisance', and the Local Authorities Statement of Licensing Policy, (2020-2025). They proposed a number of conditions to be applied to the licence, and stated that if the applicant accepted these conditions, this would satisfy any objections to the application on behalf of the division.
The proposed conditions were:
- To amend the provision of late-night refreshment to Monday to Sunday 23:00 to 05:00 for delivery only.
- Displaying prominent, clear, and legible notices at exits from the premises requiring that customers and delivery drivers respect the needs of residents and to leave the premises and surrounding area in a quiet and orderly manner.
- Ensuring that there are no collections of waste or recycling materials (including bottles) from the premises between the hours of 21:00 and 08:00 hours the following day.
- Ensuring that the disposal of glass into receptacles does not take place between the hours of 21:00 hours and 08:00 hours on any day.
- Ensuring that there are no deliveries to the premises between 20:00 and 08:00, Monday to Saturday, 20:00 and 10:00 on Sundays and none on bank holidays.
- Ensuring that speakers are not located/operated in any entrance lobby or outside the premises.
- Ensuring that delivery drivers wait for deliveries by waiting in an internal section of the premises until such time as a delivery order is placed and collection is ready to be delivered, and that staff on site ensure that no excessive noise is created by the drivers when leaving, entering, or smoking outside the premises.
The applicant confirmed that they agreed to all the proposed terms and conditions outlined by the Pollution Control department.
Representations from other persons
The council also received representations from other persons, who objected to the proposed variation. The reasons for the objections included:
- Increased noise at anti-social hours.
- Exacerbation of existing problems with parking, late night coming and going, and use of the back lanes.
- Increased litter issues.
