The Personnel Appeals Panel met to discuss a disciplinary appeal. The panel initially adjourned to consider additional evidence submitted by the appellant, before ultimately deciding to dismiss the appeal.
Disciplinary Appeal
The panel considered verbal and written evidence from both the appellant and management regarding a disciplinary appeal. The agenda frontsheet noted that the reports pack contained the procedure for the hearing and disciplinary procedure, the appellant's case statement, and management's case statement.
The panel resolved to adjourn the meeting to reconvene at a later date to consider additional evidence, specifically character references, submitted by the appellant. When the meeting reconvened, Councillor Norman Stevenson, Chair of the Personnel Appeals Panel, drew attention to the late evidence submitted by the appellant. The panel then voted unanimously to dismiss the appeal.
Exclusion of Press and Public
The panel resolved to exclude the press and public from the meeting during the discussion of the disciplinary appeal. This decision was made in accordance with Part I of Schedule 12A to the Local Government Act 1972, which allows for the exclusion of the press and public when discussing information relating to any individual.
