Summary
Here is a summary of the scheduled Cabinet meeting for Dartford Council on 25 September 2025.
The Cabinet is scheduled to discuss a range of housing-related issues, including a regeneration scheme in Dartford Town Centre, an investment programme for temporary accommodation, and several draft strategies and policies concerning housing and water safety. Also to be discussed is a strategy for preparing for inspections from the Regulator of Social Housing, and a progress update from the Housing Service. An exempt appendix regarding the former Co-Op site development will be discussed in private.
Housing Discussions
Several key housing strategies and policies are up for consideration:
A new draft Housing Strategy 2025-2028 sets out the council's plans for delivering its housing service over the next three years. The draft strategy identifies key priorities, including increasing the supply of affordable homes, relieving homelessness, meeting regulatory standards, improving private rented sector conditions, maintaining council homes, and engaging with tenants. An updated Housing Allocations Policy, which serves as the council's framework for allocating and managing future tenancies, is scheduled for discussion. Proposed changes to the Tenancy Agreement terms and conditions, along with a new Tenancy Support Pack, are scheduled to be discussed. The Consultation Responses Log - Tenancy Agreement will be reviewed, and if the changes are approved, a Notice of Variation will be served to all tenants. The approval of a draft Water Safety Management Plan and Policy is scheduled, outlining the council's approach to controlling Legionella bacteria in its buildings' water systems. The HRA Housing - Water Safety Management Plan Policy sets out the council's approach to the control of Legionella bacteria in hot and cold water systems. The Consultation Responses Log - Water Safety Management Plan Policy will also be noted.
A draft Preparedness for Housing Regulator Inspection Strategy is to be discussed, detailing the council's preparations for inspections by the Regulator of Social Housing1. The Preparedness for Inspection Strategy 2025 outlines a plan to meet the regulator's expectations.

Investment in Temporary Accomodation
The cabinet will be asked to consider an Investment Programme for the Provision of Council Owned Temporary Accommodation, with a recommendation to purchase up to 50 homes to meet the council's statutory homelessness duties. The Director of Housing and Public Protection would be given delegated authority, in consultation with the Head of Finance and the Head of Legal Services, to proceed with the purchases of the properties. The Financial Appendix A - TA purchases sets out a savings analysis. An updated MRP Policy is also recommended to the General Assembly of the Council.
Dartford Town Centre (Former Co-Op Site/Westgate) Regeneration Scheme
The cabinet will be asked to endorse the principle of the proposed development at the former Co-op site in Dartford Town Centre, and approve the implementation of the scheme. The Westgate Cabinet Report September Final Draft CH outlines a development delivery process and financial arrangements for the scheme. The cabinet will be asked to approve expenditure of £1,350,000 to take the development to RIBA2 Stage 4, and recommend to the General Assembly of the Council an additional £1.35m capital project budget to be established from earmarked reserves for design development for the scheme. The Director of Growth and Community would be given delegated authority to procure the services for design development.
