Dartford Council: Childminding Service Refused, Medical Centre Approved
This week, the Dartford Council's Development Control Board made several key decisions that will shape our community's future. Here's a detailed look at the decisions and discussions from the meeting held on Thursday, 27 June 2024.
Refusal of Childminding Service at 86 Central Road
The Board refused a retrospective application for the change of use of a dwelling at 86 Central Road, Dartford from a residential property (Class C3) to a mixed-use property that includes a children's childminding service. The application sought permission for up to 16 children and employed 2 full-time and 1 part-time staff.
Despite a petition in support of the application and arguments that there is an urgent need for childcare services in the area, concerns about highway safety and the suitability of the site for mixed-use led to the refusal. The Probity in Planning Protocol was referenced, emphasizing that material reasons are needed to go against officer recommendations.
Approval of Medical Centre at Steele Avenue, Greenhithe
In contrast, the Board approved an application for a new medical centre at the car park on Steele Avenue, Greenhithe. The development will include a 1,698 square metre, three-storey building with undercroft and external car parking, public space, and landscaping.
Despite concerns about parking provision being 40% below the required level, the benefits of a new medical centre, such as reducing the need for residents to travel further afield for medical services, were deemed to outweigh these issues. The approval was subject to an amended condition addressing long-stay and commuter parking.
Revised Validation Requirements for Planning Applications
The Board approved a revised list of validation requirements for planning applications for consultation. These requirements ensure that applications provide all necessary information for informed decision-making. Any objections arising from the consultation will be reported back to the Board, and the revised list will be formally adopted if no objections are received.
Lower Darent Riverside Strategy
The Board noted the Lower Darent Riverside Strategy, which promotes sustainable planning and investment, particularly in relation to flooding. This strategy aligns with the new Dartford Local Plan and will be considered in future relevant planning applications within the study area.
Other Business
The Board also noted decisions taken under delegated powers between 28 February and 29 April 2024, as well as responses to government consultations on planning matters.
