The Property Regeneration Briefing will include discussion of the Greater Manchester Clean Air Plan and a proposed disposal of land at Cross Lane, Pendleton. Some discussion on land at Cross Lane will be held in private.
GM Clean Air Plan
The briefing will include a discussion of the Greater Manchester Clean Air Plan, specifically regarding enforcement of moving traffic offences.
The council has been working with Transport for Greater Manchester (TfGM) and other Greater Manchester districts to get approval for an investment-led Clean Air Plan, instead of a charging Clean Air Zone1. As well as investing in new buses and taxis, the plan includes local measures in Salford and Manchester, such as a 30mph speed limit and changes to traffic signals on Regent Road and highway measures in the St Johns area of Manchester city centre.
To make sure the plan works, the report pack says that speed limits and other restrictions need to be enforced. The council is proposing to enforce yellow box markings on Regent Road and Trinity Way to make sure traffic flows as predicted.
The specific sites where enforcement is proposed are:
- M602 Roundabout/Regent Road (west) – All movements
- M602 Roundabout/Regent Road (east) – All movements
- Regent Road/Oldfield Road – All movements
- Regent Road/Ordsall Lane – All movements
- Trinity Way/Irwell Street – All movements
A six-week public consultation on the proposals was carried out, and the report pack includes a summary of the 134 responses received.
Of those who supported the proposal, many raised concerns about box blocking by drivers and said that enforcement was needed to improve traffic flow. Some respondents suggested that enforcement would benefit pedestrians by keeping crossings clear, and others asked for more enforcement at other sites.
Many of those who opposed the proposals felt it was a money making exercise
rather than a genuine attempt to improve air quality or traffic flow. Some felt that cameras would not address the root cause of congestion and would unfairly penalise drivers.
The report pack notes that multiple respondents requested that any enforcement be fair and proportionate, suggesting warning letters or a grace period for first offences. A few suggested that revenue from cameras should be reinvested in road maintenance.
The report pack says that works to remark the yellow boxes are proposed to ensure that they are clearly visible to drivers. Camera warning signs are also proposed to inform drivers that camera enforcement is being undertaken in the area. For the first six months, warning notices will be issued to those who contravene the yellow box on the first occasion.
The report pack also quotes rule 174 of the Highway Code:
Box junctions. These have criss-cross yellow lines painted on the road. You MUST NOT enter the box until your exit road or lane is clear. However, you may enter the box and wait when you want to turn right, and are only stopped from doing so by oncoming traffic, or by other vehicles waiting to turn right. At signalled roundabouts you MUST NOT enter the box unless you can cross over it completely without stopping.
The report pack says that any surplus from the council's traffic and parking enforcement activities is ringfenced for investment into highway improvements.
Land at Cross Lane, Pendleton
The briefing will also include a discussion of a proposed disposal of land at Cross Lane, Pendleton.
The report pack says that the site is within the Pendleton Private Finance Initiative (PFI) area but is isolated from the main development areas.
The council is considering granting a 999-year lease to Together Housing Association for the development of 19 apartments for affordable rent capped at Local Housing Allowance[^3]. The lease would include an option for freehold transfer on practical completion of all works.
A planning application has been submitted by Together Housing, and planning panel approved the application in December 2024.
The Cross Lane site is currently used by RRG for staff car parking on a Tenancy at Will.
The report pack says that the offer associated with the development of 19 affordable rented units capped at LHA represents market value.
