The Edinburgh Licensing Board is scheduled to meet on Monday 22 September 2025 to discuss a range of licensing issues, including the Chief Constable's report, review hearings, and various applications for licenses and variations. The meeting will include a review of premises and personal licences, and consider applications for new licenses and amendments to existing ones.
Chief Constable's Report 2024-2025
The board is scheduled to discuss the Chief Constable's Report 2024-2025. The report highlights key areas of focus for Police Scotland, including:
- scrutiny of serious incidents of violence, disorder and antisocial behaviour linked to licensed premises
- campaigns addressing issues arising from alcohol consumption, particularly among young people
- the development of the National ICT Licensing System, known as
Inn Keeper
, to improve licensing administration and management.
The report also notes that Edinburgh Division's policing priorities include reducing crime, improving community wellbeing, reducing drug harm, maximising public safety and road safety. It states that officers in Edinburgh work to address local priorities, reduce crime and improve communities, and that the Licensing Department plays an important role in this.
The report notes that there were:
- 7052 personal licence holders
- 2004 premises licences
in the City of Edinburgh Council area as of 31 March 2025. This is an increase of 758 personal licence holders and 16 additional premises licences from the previous year.
The report also notes that Edinburgh Division's licensing team processed 5591 occasional licence applications in the period 2024-2025, an increase from 5261 the previous year.
The report highlights Operation Nightguard, Edinburgh Police's dedicated operation to keep the city safe, ensuring the public can enjoy the variety of nightlife that Edinburgh has to offer.
The report also refers to the Think Twice
bail condition, which can be imposed on individuals charged with offences linked to licensed premises, prohibiting them from entering licensed premises in the area.
The report details partnership working with various organisations, including the City of Edinburgh Council, The Licensing Forum, NHS and Ambulance service, Edinburgh Drug and Alcohol Partnership, Community Alcohol Partnerships, Street Assist, Edinburgh Street Pastors, Best Bar None, Enhance Edinburgh, Environmental Health, and Police Scotland Youth Volunteers.
The report also refers to the It'll Cost You
campaign, which focusses on raising awareness of proxy sales1.
Premises Licence Review Hearing - 21-23 Marionville Road
The board is scheduled to hold a premises licence review hearing for the premises at 21-23 Marionville Road in Edinburgh. The application for review was submitted by Police Scotland, and the premises licence holder is Caledonian Heritable Ltd. The grounds for review of a premises licence include:
- breach of licensing conditions
- the licence holder not being a fit and proper person to hold the licence
- any other ground relevant to the licensing objectives, such as preventing crime and disorder, securing public safety, preventing public nuisance, protecting and improving public health, and protecting children and young persons from harm.
Following the hearing, the board may issue a written warning, vary the licence, suspend the licence, or revoke it.
Personal Licence Notification of Conviction – Mr Corey Cameron
The board is scheduled to hold a personal licence review hearing relating to Mr Corey Cameron, who holds a personal licence issued by the Edinburgh Licensing Board. Police Scotland have submitted a notification of his conviction. The board is required to hold a hearing and decide what action is considered necessary for the personal licence. At the conclusion of the hearing, the board may revoke, suspend (for up to 6 months), or endorse the personal licence. If the board considers that the licence holder is no longer fit and proper to hold the licence, it must revoke the licence.
Applications for Premises Licence Variations
The board is scheduled to consider a number of applications for variations to premises licences. These include requests to:
- vary the operating plan for 200 Dalkeith Road, Edinburgh, to allow children and young people aged 0-17 to be allowed in the premises under certain conditions. Mr William Dick has applied to vary the operating plan to allow children and young people aged 0-17 to be allowed in the premises between the hours of 09:00am and 20:00pm Monday to Saturday and between 11:00am and 20:00pm on Sundays under the conditions that: they are accompanied by a responsible adult.
- amend the operating plan for 90 Haymarket Terrace, Edinburgh, to amend off sales Sunday opening times, allow additional hours for the sale of alcohol during the Edinburgh International & Fringe Festival2 and the Festive Season, and allow children and young persons to enter the premises. PHH Haymarket Ltd has applied to amend the operating plan to allow children and young persons to have access to the premises at all times, but children will not be permitted access to the bar or any gaming machines.
- amend the hours for live performances at 5-7 Restalrig Road, Edinburgh. Caledonian Heritable Ltd has applied to amend the operating plan to allow live performances to be provided during core licensed hours.
- incorporate an outside area into the licensed footprint of 49 Frederick Street, Edinburgh. Signature Pubs Limited has applied to change the licensed footprint to incorporate outside area(s) as shown on the layout plan.
- change the name of the premises at 80 Nicolson Street, Edinburgh, to 'Maki & Ramen', add outside drinking as an activity, and substitute an amended layout plan showing the outside areas. Maki Property Ltd has applied to change the name of the premises, add outside drinking as an activity and to substitute an amended layout plan showing the outside areas.
- add off sales, seasonal variations, outside drinking, and deliveries and takeaways as additional activities at 1 Raeburn Place, Edinburgh, and allow children of all ages access to the premises. Pepenero Stockbridge Ltd has applied to add off sales, seasonal variations, outside drinking as an activity which will be operated with a table and chairs permit but not later than 10pm, deliveries and takeaways as additional activities, and to allow children of all ages access to the premises.
- commence on sales and off sales from 11am each day, include number 189 Great Junction Street into the licensed area, increase the capacity to 45, and add deliveries at 187 Great Junction Street, Edinburgh. Panda Hospitability Limited has applied to commence on sales and off sales from 11am each day, to amend the Licence by including number 189 Great Junction Street into the licensed area, to increase the capacity to 45, to delete the reference to 'African Nights and Independent Nights in the Operating Plan, to add Deliveries (alcohol only with a food order) and to substitute a new Layout Plan showing the total licensed area consisting of 187- 189 Great Junction Street.
- clarify that outside drinking is within the area to the front of the premises at 137 George Street, Edinburgh, and provide that the outside area will be operated with the benefit of a Tables and Chairs Permit and will not be used for the consumption of food or drink after 10pm. Four Brothers Edin Limited has applied to clarify that Outside Drinking is within the area to the front of the premises, which will now be part of the licensed premises.
- add indoor/outdoor sports and dance facilities as activities at Unit 1, 137 Restalrig Road, Edinburgh, and remove the requirement of children and young persons
having a meal
. Kast Scotland Limited has applied to add Indoor/ Outdoor Sports as an Activity, to add Dance Facilities as an Activity and to remove the requirement of children and young personshaving a meal
. - commence on sales and off sales on a Sunday from 11am, increase the on sale hours to 3am each day, provide that seasonal variations will also include the Festival period, add conference facilities, club or other group meetings, outdoor drinking facilities, karaoke, and deliveries and takeaways as additional activities at 14 South St Andrew Street, Edinburgh, and provide that children and young persons may be on the premises to attend a function. Mr Chung Man Wong has applied to commence on sales and off sales on a Sunday from 11am, to increase the on sale hours to 3am each day, to provide that Seasonal Variations will also include the Festival period as well as the Festive period in terms of the current Board Policy, to add Conference Facilities, and Club or Other Group Meetings as Activities.
- transfer the premises licence for 93 Dalry Road, Edinburgh. Ms Yingchan Li has applied for a transfer of premises licence.
Provisional Premises Licence Applications
The board is scheduled to consider a number of provisional premises licence applications. These include applications for:
- a restaurant/cafe at 2 Polwarth Crescent, Edinburgh. Mr Pankaj Rawat has applied for a provisional premises licence for a restaurant/ cafe located at the corner of Polwarth Crescent and Merchiston Avenue.
- a hot food takeaway at 24 Marchmont Road, Marchmont, Edinburgh. Locale 24 Ltd has applied for a provisional premises licence for a hot food takeaway located on the ground floor of premises on Marchmont Road.
- retail premises at 52 Silverknowes Road, Silverknowes, Edinburgh. Mr Manjeet Singh has applied for a provisional premises licence for retail premises located in a three storey terrace, with other commercial operators on the ground floor on Silverknowes Road, Edinburgh.
- a small cafe at 96 Raeburn Place, Edinburgh. Mr Oscar Di Domenico has applied for a provisional premises licence for a small cafe located on the ground floor of a building on Raeburn Place, Stockbridge.
- premises at 18 Haymarket Terrace, New Town, Edinburgh. Waqar Akhtar has applied for a provisional premises licence for premises located on the ground floor of a building on Haymarket Terrace.
Business Bulletin
The board is scheduled to discuss the business bulletin. The bulletin notes that the Licensing Service has seen its busiest year on record in terms of summer activity, with a total of 3,805 temporary applications received across licence types between 1 April and 31 August 2025. It also notes that the service continues to experience staffing pressures.
The bulletin also provides details of liquor licence applications considered in August 2025, and notes that 1224 liquor licence applications were in the system (pending consideration or determination) on 1 September 2025.
The bulletin also notes that interviews and appointment of new members of Edinburgh Licensing Forum took place in August 2025.
The bulletin includes annual information on occasional licence applications, and a breakdown of occasional licence applications received in financial year 2024/25.
Finally, the bulletin provides statistics for Licensing Standards Officers' activities in August 2025, including compliance inspections, visits, consultation responses, new complaints, and enquiries.
