The Planning Development Management Committee convened to discuss several planning and listed building consent applications, as well as updates and business planning matters. Decisions were made on applications concerning a change of use to a mosque, a hot food takeaway, and residential developments, with one application deferred for a site visit. The committee also noted updates on planning appeals and business planning.
27 Rubislaw Den North Applications Deferred
The committee deferred decisions on both the Detailed Planning Permission and Listed Building Consent for alterations to a former office building at 27 Rubislaw Den North to form seven residential flats and two dwelling houses, pending a site visit scheduled for Thursday 9 October 2025. The applications include alterations to windows, formation of Juliet balconies, roof terraces and a roof extension, as well as the erection of garages, formation of car parking, and associated landscaping.
92 Crown Street: Change of Use to Mosque Approved
The committee approved the detailed planning permission for the change of use of 92 Crown Street from a motorcycle garage and showroom to a mosque (class 10 - non-residential institution) and class 1A (shops and financial, professional and other services) on the ground floor. The application (250180DPP - 92 Crown Street) also includes extensions to the side, blocking up and formation of new doorways, and associated works. The Planning Officer, Roy Brown, had recommended conditional approval.
The application garnered 42 representations, with 40 objections and 2 neutral comments. Concerns raised included the impact on parking, traffic, the conservation area, and residential amenity. However, the Roads Development Management Team (RDM) initially had concerns due to the proposal being stated as a replacement
to the nearby existing mosque, however the agent has since stated that the existing mosque will remain in the ownership of the applicant. As such, this is not being considered as a replacement as, if approved, both premises would be eligible to function simultaneously.
The RDM conducted a parking survey and site visit, which indicated that the impact on the area would be in line with other uses and businesses, and that the site is accessible by foot, cycle, and public transport. The Waste and Recycling team and Environmental Health also raised no objections.
71 Victoria Street Dyce: Hot Food Takeaway Approved
The committee approved the detailed planning permission for the change of use of 71 Victoria Street in Dyce from a veterinary practice to a hot food takeaway (sui generis1) and the installation of an extract flue. The application reference is 250485 - 71 Vic St Dyce PDMC. Planning Officer Robert Forbes had recommended conditional approval.
The Dyce and Stoneywood Community Council objected to the application, citing conflicts with the Aberdeen Local Development Plan 2023 policies VC8, H1, WB3, and D1, as well as adverse amenity impacts due to odours, litter, noise, long hours of operation, inconsiderate parking, and anti-social behaviour. Nine objections were received in total, with concerns raised about the impact on residential amenity, the adjacent guest house, odour and noise, litter, traffic, and anti-social behaviour.
The Environmental Health team recommended restricting the operational hours and establishing an odour management plan. The Roads Development Management Team had no objections regarding access, parking, or pedestrian accessibility.

The committee noted the Planning Appeal Digest - 17th September 2025, which provided an update on planning appeals and notifications related to Aberdeen City Council decisions received or decided by the Scottish Government's Division for Planning and Environmental Appeals (DPEA). The digest included details of appeals decided, lodged, and pending.

The planner included updates on various items, such as the City Centre Affordable Housing Waiver, ETZ (St Fitticks and Doonies), and planning guidance.
