Two representations were received from local councillors, objecting on the grounds of the prevention of public nuisance and the prevention of crime and disorder.

The applicant offered conditions as an attachment under Section M of the application form.

Councillors requested the authority to give particular attention to delivery drivers/mopeds, waste storage on the public highway, and CCTV requirements.

With regards to delivery drivers/mopeds, councillors raised concerns about drivers riding across the foot pavement at the entrance to the shopping centre to park their mopeds at the cycle stand area to then carry out collections from this store. Councillors asked the committee to consider imposing targeted conditions, such as:

  • The operator being required to designate a parking point for all delivery drivers to use that is safe and lawful, and staff to be trained on this matter.
  • The establishment of a Driver Management Policy for both directly employed and third-party food delivery operators.
  • Installation of clear signage instructing drivers not to park mopeds, loiter or congregate on the pavement around the premises and respect the local community.

With regards to waste storage, councillors noted that the premises currently stores its commercial waste bins on the public highway, at the mouth to the Catford Shopping Centre. Councillors requested that the licence include a condition requiring:

  • All commercial waste to be stored in secure, lidded, pest-proof containers.
  • Where stored on the public highway, such containers to be enclosed within a lockable bin store or protective structure, subject to Highways Act consent for both storage design and placement.

With regards to CCTV, councillors noted that the premises had recently been linked to a serious violent incident, specifically a stabbing which took place in the vicinity. Councillors requested that the committee consider imposing a condition requiring:

  • A comprehensive CCTV system to be installed and maintained in good working order at all times when the premises is open enabling frontal identification of every person entering the premises in any light condition.
  • Cameras to cover all entry and exit points, and the public highway immediately outside and to the side of the premises that is, at a minimum, continuously recording whilst the premises is open for licensable activity.
  • All footage to be retained for a minimum of 31 days and to be made available on request to the police or authorised officers of the Licensing Authority.
  • At least one trained member of staff to be present on site at all times who can operate the CCTV system and provide downloads upon request without delay.

Traffik Bar and Restaurant, 216 Deptford High Street, SE8 3PR

The sub committee was scheduled to consider an application for a new premises licence for Traffik Bar and Restaurant, 216 Deptford High Street. Nwcke Victor Okafor applied for permission to:

  • Sell alcohol for consumption off the premises between 11:00 and 01:00 Sunday to Thursday, and between 11:00 – 03:00 Friday and Saturday.
  • Provide late night refreshment and recorded music between 23:00 – 01:00 Sunday to Thursday, and between 23:00 – 03:00 Friday and Saturday.

Eleven representations were received from local residents objecting on the grounds of the prevention of public nuisance, the prevention of crime and disorder, protection of children from harm, and public safety.

The applicant offered conditions as an attachment under Section M of the application form. Following representations from the police and the licensing authority, additional conditions were agreed, and the representations were withdrawn.

The report pack included a list of proposed conditions from the applicant, and additional conditions agreed with the Police and Licensing Authority, including:

  • Sale of Alcohol for consumption On the premises between 11:00 – 00:00 Sunday – Thursday, 11:00 – 02:00 Friday & Saturday
  • Late Night Refreshment & Recorded Music between 23:00 – 00:00 Sunday – Thursday, 23:00 – 02:00 Friday & Saturday
  • Doors and windows must remain closed (except for access and egress) after 21:00 when regulated entertainment or amplified music is taking place, to minimise noise breakout.
  • No off-sale alcohol consumption is permitted at any time, and patrons are not allowed to take drinks outside the premises as defined on the plan submitted to and approved by the Licensing Authority.
  • No noise or vibration generated in the premises is to cause nuisance to nearby residents.
  • Loudspeakers shall not be located in the entrance lobby or outside the premises building.
  • No deliveries to the premises or waste collection is to take place between 23:00 and 08:00 on the following day.
  • Empty bottles and waste to be taken out only between 08:00 and 23:00.
  • The premises shall install and maintain a comprehensive CCTV system.
  • A staff member who is conversant with the operation of the CCTV system shall be on the premises at all times when the premises are open to the public.
  • The CCTV must cover all areas of the venue that the public have access to.
  • A proof of age scheme, such as Challenge 25, must be operated at the premises.
  • An incident log shall be kept at the premises.
  • The Premises License Holder and/or Designated Premises Supervisor shall keep up to date policies and staff training records in relation to the Requirements of the Challenge 25 Scheme, drugs, identification and recognition of drunks, identification recognition and responsibilities of dealing with vulnerable persons and the correct procedures to be followed when refusing service regular training must be provided to all staff at least every six months, a record of the training will be maintained for at least 12 months.
  • All tills shall automatically prompt staff to ask for age verification identification when presented with an alcohol sale.
  • A record shall be kept detailing all refused sales of alcohol.
  • All children under the age of 16 must be accompanied by an adult.
  • No waste or recyclable materials, including bottles, shall be moved, removed from or placed in outside areas between 23:00 hours and 08:00 hours on the following day.
  • Notices shall be prominently displayed at all exits requesting patrons to respect the needs of local residents and businesses and leave the area quietly.
  • A noise limiter must be fitted and maintained within the premises.
  • The supply of alcohol shall be by waiter or waitress service only.
  • Substantial food and non-intoxicating beverages, including drinking water, shall be available in all parts of the premises where alcohol is sold or supplied for consumption on the premises.
  • There shall be no sales of alcohol for consumption off the premises.
  • In the event a serious assault is committed on the premises the management will immediately ensure that the police (and, where appropriate, the London Ambulance Service) are called without delay.
  • On a Friday, Saturday or any Sunday preceding a Bank Holiday, should the premises remain open beyond 00:00hrs a member of door staff shall be employed at the premises and remain until 30 minutes after close on risk assessment basis or any request by police.

Election of Chair and Declarations of Interest
