The City of Edinburgh Council's Development Management Sub-Committee convened on Wednesday, 1 October 2025, to consider a range of planning applications, including retrospective change-of-use requests for short-term lets, proposed building extensions, and a plan for a new student accommodation complex. The committee was also scheduled to discuss a proposal to erect a monument to Dr Elsie Inglis on the Royal Mile1.

Applications for Hearing
The committee was scheduled to hear application 25/01053/FUL, concerning the erection of a monument to commemorate Dr Elsie Inglis on the southern pavement of the Royal Mile adjacent to New Assembly Close, opposite the commemorative plaque to Dr Inglis at 219 High Street. According to the protocol note, the hearing was to include a presentation by the Chief Planning Officer, presentations from community representatives including Elsie On The Mile, Fiona Garwood, and Dr Clea Thomson, a presentation from ward councillors if any, and a presentation from the applicant and applicant's agent. The Chief Planning Officer's report recommended that the application be granted.
General Applications
The committee was to consider a number of planning applications, with recommendations from the Chief Planning Officer:
Retrospective Change of Use to Short Term Let Accommodation: Several applications sought retrospective permission for change of use to short-term let accommodation. These included:
- Flat 7, 48 Annandale Street, Broughton (application no. 25/01144/FULSTL).
- Flat 12, 50 Annandale Street, Broughton (application no. 25/01142/FULSTL).
- Flat 8, 10 Bernard Street, North Leith (application no. 25/01047/FULSTL).
- 2F3, 5 Lyne Street, Abbeyhill (application no. 25/01121/FULSTL).
- Flat 3, 12 Old Tolbooth Wynd, Old Town (application no. 25/01120/FULSTL).
- Flat 5, 8 Porteous' Pend (application no. 25/00809/FULSTL).
- Flat 37, 9 Salamander Court, South Leith (application no. 25/01009/FULSTL).
The Chief Planning Officer recommended that each of these applications be refused. The report pack noted that these applications had been referred to the sub-committee due to the number of representations received. The general summary for each of these applications stated that the change of use to a short term let would have an unacceptable impact on neighbouring amenity, and that the loss of residential accommodation had not been justified.
29 Belmont Road, Juniper Green (application no. 25/01887/FUL): This application proposed a storey and a half rear extension with glass link and single storey entrance porch with store. The Chief Planning Officer recommended that this application be granted, stating that the proposals were in accordance with the Development Plan and acceptable with regards to Section 64 of the Planning (Listed Buildings and Conservation Areas) (Scotland) Act 1997.
206 Bruntsfield Place (application no. 25/02871/FUL): This application sought a change of use from a bank to a cafe with limited cooking. The Chief Planning Officer recommended that this application be granted, stating that the proposal was acceptable in principle, contributing toward the aims of the Marchmont/Bruntsfield Town Centre area.
206 Bruntsfield Place (application no. 25/02874/LBC): This related to alterations to the former bank to form a new coffee shop with new advertising. The Chief Planning Officer recommended that this application be granted.
Cables Wynd House, Cables Wynd, North Leith: Two applications (nos. 25/02981/FUL and 25/02982/LBC) concerned thermal improvements to the building envelope, while conserving the precast concrete panelling. The first application also included creating a new dwelling and forming a new main entrance, concierge space, service and ancillary areas and community facility. The Chief Planning Officer recommended that both applications be granted.
85 Glasgow Road, Gogar (application no. 25/03821/FUL): This application sought retrospective permission for a change of use from dwellinghouse to office. The Chief Planning Officer recommended that this application be refused.
63 Hainburn Park, Redford (application no. 25/02945/FUL): This application proposed replacing an existing conservatory with an extension and internal alterations, as well as a garage extension to the front. The Chief Planning Officer recommended that this application be granted.
Humbie Cottage, Humbie Farm Road, Humbie Quarry (application no. 25/01479/OBL): This application concerned a Section 75A application for modification of a planning obligation by removal of clause 3.5. The Chief Planning Officer recommended that this application be rejected.
Linksview House, 26 Tolbooth Wynd, North Leith: Two applications (nos. 25/02980/FUL and 25/02979/LBC) concerned thermal improvements to the building envelope, while conserving the precast concrete panelling, and forming a new main entrance, concierge space, service and ancillary areas and community facility. The Chief Planning Officer recommended that both applications be granted.
27 - 29, 31 Ratcliffe Terrace, 4 South Gray Street: This application (no. 25/02904/FUL) proposed demolition of existing buildings and erection of a purpose-built student accommodation with associated cycle parking, landscaping, and access arrangements. The Chief Planning Officer recommended that this application be refused.
33 - 41 Ratcliffe Terrace: This application (no. 25/02258/FUL) proposed demolition of existing buildings and erection of a mixed-use development comprising purpose-built student accommodation and a ground floor commercial unit. The Chief Planning Officer recommended that this application be refused.
4 South Gray Street: This application (no. 25/03712/CON) proposed demolition of existing buildings and associated structures. The Chief Planning Officer recommended that this application be granted.
Returning Applications
The sub-committee was scheduled to make a decision on application 24/00132/PPP, concerning land 500 metres north east of Ingliston Park & Ride, Eastfield Road, Edinburgh. This application was for Planning Permission in Principle for a residential-led mixed-use development. At a previous meeting on 4 December 2024, the committee agreed to grant planning permission in principle, subject to the conclusion of a legal agreement within six months. The report pack noted that the six-month period for concluding a legal agreement had been extended to nine months, but that this period had now expired. The committee was asked to consider extending the period further, to 10 March 2026.
