The Folkestone and Hythe Council are scheduled to hold a meeting of the Otterpool Park LLP - Members/Owners on 9 October 2025. The meeting will cover updates on current activities, finances, and strategic risks related to the Otterpool Park LLP. Councillors will also look over the minutes from their previous meeting.
Strategic Risk Register
The council is scheduled to discuss the strategic risks associated with the delivery of Otterpool Park, referencing both the Folkestone and Hythe District Council (FHDC) Corporate Risk Register and the Otterpool Park LLP Transition Plan Risk Register.
The Corporate Risk Register identifies two strategic risks:
- Otterpool Park Delivery
- Otterpool Park Planning
The report pack includes an excerpt from the FHDC Corporate Risk Register from June 2025, as well as the OPPLLP Transition Plan Risk Register from February 2025.
The Corporate Risk Register uses a matrix to assess risks based on impact and likelihood. Risks related to Otterpool Park are highlighted and include:
- High Risk: Otterpool Park (Planning and Place) - described as:
Confirmation of the outline planning permission is held up by not agreeing the Section 106 agreement.
- Moderate Risk: Delivery of Otterpool Park - described as:
Commercial viability is affected by lack of governance, finance and/ or resources.
The scheduled discussion will allow councillors to consider the strategic and operational risks identified, and related mitigation measures from the Council and Otterpool Park LLP, as detailed in report OP/25/03.
Finance Update
Councillors are scheduled to receive a verbal update on the development of the Transition Budget for 2026/27 from Alan Mitchell, FHDC Director of Finance, and Kerryann Percival-Smith, Otterpool Park LLP Finance Manager.
Report OP/25/02 provides an update on the 2025-26 Transition Budget, summarising the budget, reviewing progress against targets, forecasting expenditure to 31 March 2026, and highlighting key issues. Councillors are invited to receive, note and consider the report.
The minutes from the previous meeting on 24 April 2025 note that Kerryann Percival-Smith, the Finance Manager (OP LLP) gave an update on the budget at that time.
The Chief Executive (FHDC) passed on her thanks for this work and the detailed assessment of historical costs shared with Homes England.
Update on Current Activities
Gary Ridgewell, Managing Director of the Otterpool Park LLP, is expected to provide an update on key activities being progressed by Otterpool Park LLP, in line with the agreed Transition Plan. This update is detailed in report OP/25/01, which councillors are scheduled to receive and note.
The minutes from the previous meeting on 24 April 2025 note that Gary Ridgewell, the Managing Director of the Otterpool Park LLP, gave an update on the following matters at that time:
- Homes England (HE) Collaboration
- Commercial position and active work
- Wastewater Treatment Works and site-side utilities
- Planning performance agreement
- S106 negotiations1, stakeholder discussions and planning conditions.
- Nutrient Credits
- Land options
- Land and site management

Section 106 agreements are legal agreements between local authorities and developers, used to mitigate the impact of new developments on the community and infrastructure. ↩
