Licensing Sub Committee Hearing Panel - Monday, 6th October, 2025 10.00 am

The Licensing Sub Committee Hearing Panel for Manchester City Council convened to address several licensing matters. The agenda included applications for new premises licences for The Courtyard Café in Wythenshawe Park and Su Nhi Club on Bury New Road, as well as a temporary event notice for Eagle Bar on Deansgate. Councillor Julie Connolly, Chair of Licensing and Appeals Committee, Councillor Debbie Hilal, and Councillor Fiaz Riasat were scheduled to be in attendance.
Temporary Event Notice: Eagle Bar, 310 Deansgate
A report regarding a Temporary Event Notice (TEN) for the Eagle Bar at 310 Deansgate was included on the supplementary agenda. The Director of Planning, Building Control & Licensing submitted the report.
The report noted that a TEN had been submitted on 21 September 2025, for a Private ticketed music event with DJ performances and a licensed bar service
. Greater Manchester Police (GMP) and Licensing Out of Hours Compliance (LOOH) were notified of the TEN. An objection notice was received from GMP and LOOH, which triggered the need for a Licensing Hearing Panel to review the notice.
The report stated that the premises user is Omar Saleh.
The report included a summary of the objections:
- GMP: The applicant has given no additional information explaining how the venue will be safely managed for the event, nor how the licensing objectives will be promoted. GMP recommended serving a counter notice.
- Licensing and Out of Hours Compliance: LOOH believed that granting this TEN would undermine the Prevention of Crime and Disorder objective, breach existing licence conditions, disregard the outcome of the recent licence review, and exacerbate ongoing concerns regarding Public Nuisance. LOOH also recommended serving a counter notice.
The report stated that the panel should consider the Manchester City Council Statement of Licensing Policy, and the Licensing Act 2003 (Hearings) Regulations 2005.
Application for a New Premises Licence - Courtyard Cafe/Pebble and Friends, Wythenshawe Park
The Licensing Sub Committee Hearing Panel were scheduled to discuss an application for a new premises licence for The Courtyard Café, located in Wythenshawe Park. The applicant is Pebble and Friends Ltd. The Director of Planning, Building Control & Licensing submitted a report stating that relevant representations had been received, requiring the panel to determine the application.
The applicant described the premises as a large outdoor area with catering trailers, open sky. Indoor area 30mx10m, alcohol to be served from trailers or pop up bar
. The proposed designated premises supervisor is Carla Tomlinson. The licensable activities applied for included:
- Opening Times: Monday to Sunday 11am to 11pm
- Sale by Retail of Alcohol (for consumption both on and off the premises): Monday to Sunday 11am to 11pm
The report noted that the applicant did not highlight any activities unsuitable for children. The applicant proposed to promote the licensing objectives by taking steps identified in the operating schedule.
Two relevant representations remained in respect of the application:
- The Parks Service: The park is a well-used, family-oriented public space. The application does not provide sufficient detail on how public safety will be managed in the context of alcohol sales, nor does it address the potential impact on children and families who regularly use the park. The proposed licensing hours are inconsistent with the park's operational hours of dawn until dusk. The Parks Service recommended refusal of the application.
- MCC Trading Standards: This representation has been agreed and withdrawn on the basis that the proposed conditions are to be added to the licence if granted.
The report stated that the panel should consider the Manchester City Council Statement of Licensing Policy, and the Licensing Act 2003 (Hearings) Regulations 2005.
Application for a New Premises Licence: Su Nhi Club, 26C Bury New Road
The Licensing Sub Committee Hearing Panel were also scheduled to discuss an application for a new premises licence for Su Nhi Club at 26C Bury New Road. The applicant is MCR CLUB LTD, and the proposed designated premises supervisor is Thi Phuong Thao Pham. The Director of Planning, Building Control & Licensing submitted a report stating that relevant representations had been received, requiring the panel to determine the application.
The applicant described the premises as a basement/lower ground unit with an entrance from the street level, a fire exit at the back, two rooms, two WC facilities, an open reception area, and a bar. There is no outside area or beer garden.
The licensable activities applied for (later amended as per agreement with GMP) included:
- Provision of regulated entertainment (live music): Monday to Sunday 9pm to 5am
- The supply of alcohol for consumption on the premises only: Monday to Sunday 9pm to 5am
- Opening hours: Monday to Sunday 9pm to 5am
The report noted that the applicant did not highlight any activities unsuitable for children and that the applicant proposed to promote the licensing objectives by taking steps identified in the operating schedule.
Two relevant representations were received:
- Greater Manchester Police (GMP): GMP initially objected to the application, but this objection was withdrawn after an agreement was reached on conditions.
- MCC Licensing and Out of Hours Compliance Team: The conditions offered are insufficient for the late hours applied for, with particular regard to the licensing objectives Public Safety and Prevention of Public Nuisance. The Licensing and Out of Hours Compliance Team recommended refusal.
The report stated that the panel should consider the Manchester City Council Statement of Licensing Policy, and the Licensing Act 2003 (Hearings) Regulations 2005.
