The Licensing Sub-Committee is scheduled to convene to address a range of licensing matters. These include the consideration of a proposed parade, several applications for short-term let licences, a request for the suspension of a private hire driver's licence, and applications related to private hire vehicle driver licences. Proposed Parade
The Licensing Sub-Committee is scheduled to discuss a proposed parade set to take place on 18 October 2025. According to the report pack, the City of Edinburgh Council has been notified of the intent to hold a parade in the city. The report states that the Regulatory Committee decided in January 2018 that all marches involving the High Street must be submitted for committee consideration.
The report states that the council has limited powers regarding the control of parades, which should only normally be exercised to prevent public disorder, risk to public safety, damage to property or excessive disruption to the life of the community.
The parade, named Support Palestine
, is scheduled to use the High Street.
The report recommends that the committee makes an order in respect of the proposed parade, attaching standard conditions. Representatives of the relevant organisation are scheduled to address the committee regarding the proposed parade.
Short Term Let Licenses
The Licensing Sub-Committee is scheduled to consider several applications for short-term let licences, including both new applications and one renewal. Each application is listed on the agenda along with any representations received and the reasons for being called to the committee.

- A renewal licence for Unit 1, 227 High Street, submitted by 227/1 High Street Ltd, with a public objection from C. Cameron. The property is listed as a secondary letting with planning permission in place, with capacity for five guests in three bedrooms.
Request for Suspension of Private Hire Driver's Licence – Yusuf Eroglu
The Licensing Sub-Committee is scheduled to consider a request from Police Scotland to suspend the private hire driver's licence of Yusuf Eroglu.
The report pack outlines the procedures for the committee to follow when considering the request, stating that the committee can take no action, issue a warning, or suspend the licence. If they opt to suspend the licence, they must determine the period of suspension and whether it should take effect immediately.
The report pack also references Paragraph 11(2) of Schedule 1 to the Civic Government (Scotland) Act 1982, which outlines the grounds for suspending a licence.
Private Hire Vehicle Driver Licence Applications
The Licensing Sub-Committee is scheduled to consider new private hire vehicle driver licence applications from Mr Deepak Kumar Singh and Mr Marcin Krzysztof Rozwadowski. Police Scotland has submitted representations regarding both applications.
Private Business
The Sub-Committee is requested to exclude the public from the meeting for some items of business. The reason given is that these items would involve the disclosure of exempt information as defined in Paragraphs 3, 6, 12 and 14 of Part 1 of Schedule 7A of the Local Government (Scotland) Act 19731.
