230-236 North End Road and 88-90 Lillie Road

The committee approved the application for the replacement of an existing garage with a 3-storey apartment building, the creation of a mansard roof extension to form a third floor, and the demolition and extension of upper floors to provide 13 apartments. The development also includes the retention of existing commercial units and associated refuse storage, cycle parking, landscaping, and installation of solar panels and air source heat pumps, subject to a legal agreement and conditions.

Emma McBurney, the agent, spoke in support of the application, highlighting that the applicant would enter into a Section 106 agreement1 to secure financial contributions towards affordable housing, public realm improvements, community safety, employment, skills, grassland enhancement at Norman Park, tree planting, carbon offsetting, and improvements to the Dorfem Road business sites and market.

Councillor Laura Morgan asked about the possibility of including affordable housing on site, and officers clarified that while a 35% or 50% target was not viable in this case, the negotiated financial contribution would support affordable housing elsewhere in the borough.

Councillor Wesley Harcourt noted the climate mitigation efforts of the development.

The committee voted to approve the recommendations.

The Goose, 248 North End Road

The committee approved the erection of a mansard roof to create an additional third floor for residential use, a second-floor side extension, a roof extension of the existing back addition, and fenestration alterations, in connection with the change of use of the first and second floor from a public house to six one-bedroom and three two-bedroom self-contained flats. The proposal also includes the formation of roof terraces, relocation of plant equipment, installation of an access ladder, and erection of bin and cycle stores, subject to conditions and a legal agreement.

Speaking in support of the application, Ms McBurney stated that the site's former commercial use was no longer viable and the proposed homes would provide a positive outcome. She noted the design would improve the building's appearance and the £70,000 contribution would benefit the community.

A ward councillor spoke against the proposal, relaying residents' concerns about overdevelopment, noise, short-term lets, parking, traffic, air quality, loss of privacy, and the impact on the area's character.

Committee members discussed the design, refuse storage, and parking stress survey. Officers clarified that the building's render was in keeping with the area, refuse storage would be located on-site, and the parking stress survey indicated sufficient capacity.

Councillor Bora Kwon asked about the adequacy of living space, and officers responded that the units would meet national space standards, with external amenity space provided.

Councillor Harcourt stated that the design was an improvement to the area.

The committee voted to approve the recommendations.

1A Durrell Road and rear of 720 Fulham Road

Alexandra Akita, the agent, stated that the site is unique and the proposals meet people's possible stages for images. She noted engagement with officers and two rounds of public participation.

Councillor Harcourt asked about CO2 emissions and the loss of green roof space. Officers responded that the green roof benefits from both characters for extension, and that it was a line of balance.

The committee voted to approve the recommendations.

38 Waterford Road

The committee approved the erection of a rear extension at first floor level, the removal of the remaining part of the pitched roof to form a new green flat roof, the erection of a 1.7m high obscure glazed screening, around part of flat roof above the proposed first floor rear extension, in connection with its use as a roof terrace, and the erection of a single dormer door to the rear elevation at second floor level, to provide access to the proposed roof terrace, subject to conditions.
