The Licensing Sub Committee D meeting included discussion of a new premises licence for Nisa Local, a premises licence variation for Pizza Hut, and a new premises licence for ShamRock. Councillor Clare Jeapes, Recycling Champion, was scheduled to chair the meeting. Councillors Nurullah Turan and Phil Graham were also scheduled to be in attendance.

Nisa Local, 413-415 Holloway Road
The sub-committee was scheduled to discuss a new premises licence application for Nisa Local, located at 413-415 Holloway Road, London, N7 6HJ. The application requests permission to sell alcohol off the premises from 08:00 to 23:00, Mondays to Sundays, with the same opening hours for the premises.
The report pack noted that the location is within the Holloway Road and Finsbury Park Cumulative Impact Area1, meaning that there is a presumption of refusal unless the sub-committee is satisfied that the licence will not have an adverse impact.
The council received representations from the Metropolitan Police (which was later withdrawn after conditions were agreed), a local ward councillor, two local residents, a residents association and two local business owners.
The applicant, LA Foods (UK) Ltd, described their business as:
a family run business that have been established in for over 30 years and have approximately 20 sites operating in the London area, with 6 of those being open and selling alcohol for 24 hours a day.
The proposed designated premises supervisor is Bilal Hussain.
The report pack included suggested conditions of approval consistent with the operating schedule and agreed with the Metropolitan Police, including CCTV, staff training, an incident log, and a 'Challenge 25' policy2.
Pizza Hut, 169 Upper Street
The sub-committee was scheduled to discuss a premises licence variation for Pizza Hut, located at Basement And Ground Floors, 169 Upper Street, London, N1 1RG. The applicant, Nine Food Group Limited, sought to extend the hours for late night refreshment from 23:00 until 03:00 the following day, while reducing the closing time to 22:45.
The report pack noted that the premises is located in the Angel and Upper Street Cumulative Impact Area, and that there have been periodic complaints of nuisance from delivery riders.
Representations were received from nine local residents, the Police (which was later withdrawn after conditions were agreed) and the Council's noise service (which was also later withdrawn after conditions were agreed).

The sub-committee was scheduled to discuss a new premises licence application for ShamRock, located at 350-352 Hornsey Road, London, N7 7HE. The application requests permission to sell alcohol from Sundays to Thursdays, 12:00 to 23:00, and Fridays and Saturdays, 12:00 to 00:00, and to provide late-night refreshments on Fridays and Saturdays from 23:00 to 00:00. The premises opening hours would be Sundays to Thursday, 10:00 to 23:30 and Fridays and Saturdays, 10:00 to 00:30.
The report pack noted that the location is within the Holloway and Finsbury Park Cumulative Impact Area.
Representations were received from the Police, the Council's Noise Service, and four local residents. The applicant has agreed to incorporate the police recommendations into the operating schedule, and has been in consultation with the noise service and conditions have been agreed.
The applicant, Asmelash Berhane Asbu, wrote a letter to the objectors regarding the nature of the business and to address the concerns raised.

Cumulative Impact Areas are designated zones where the concentration of licensed premises is believed to be negatively affecting the area, leading to increased crime, disorder, and public nuisance. In these areas, there is a presumption against granting new licenses or extending existing ones, unless the applicant can demonstrate that their operation will not add to the existing problems. ↩

Challenge 25 is a retailing strategy that encourages anyone who is over 18 but looks under 25 to carry acceptable ID (photographic ID, with a date of birth) when buying alcohol. ↩
