This meeting of the Licensing Sub Committee D was scheduled to consider a variation to the premises licence for Fourteen87, and a new premises licence application for Fresh from Yard. Councillors were also expected to elect a chair for the sub committee for the remainder of the municipal year, and to declare any personal interests in the items on the agenda.
Fourteen87, 7 Catford Broadway, SE6 4SP
The Licensing Sub Committee D was scheduled to consider a variation to the premises licence for Fourteen87, 7 Catford Broadway, submitted by Fourteen 87 Ltd on 19 August 2025.
The application seeks to:
- Extend the hours for alcohol sales, recorded music and late night refreshment to 02:00 on Fridays and Saturdays and to 01:00 on Sundays.
- Amend the existing seasonal variation to any day preceding a bank holiday, New Year's Eve, Christmas Eve, Valentine's Day from 02:00 to 02:30 for all existing activities.
- Add live music from 23:00 to 02:00 on Fridays and Saturdays and from 23:00 to 01:00 on Sundays.
- Add a seasonal variation for live music on any day preceding a bank holiday, New Year's Eve, Christmas Eve, Valentine's Day until 02:30.
- Add conditions to annex 2 to ensure the licensing objectives are upheld.
Currently, the premises is licensed for:
- Sale of alcohol (on and off the premises) from 11:00 to 00:00 Monday to Sunday.
- Recorded music and late night refreshment from 23:00 to 00:00 Monday to Sunday.
- Seasonal variation for all of the above on New Year's Eve, Valentine's Day and Christmas Eve until 02:00.
The Public reports pack notes that three representations have been received, two from local residents and one from a local councillor, on the grounds of the prevention of public nuisance and the prevention of crime and disorder.
The report pack includes the Full Variation Application Form - Redacted, which states that Fourteen87 Ltd intends to take the following steps to promote the four licensing objectives:
We recognise that extending our opening hours to 2am on Fridays and Saturdays plus Sundays till 1am means taking extra care to protect the local community, our customers, and our staff. We have therefore put in place clear measures to maintain a safe, well-managed, and respectful environment. These include enhanced staff training, use of licensed security personnel, maintaining CCTV coverage throughout, and adopting a noise and dispersal policy to minimise disturbance to neighbours. We believe these steps will ensure that our premises continue to operate responsibly and in full support of the four licensing objectives.
The REDACTED Objections include the following points:
- One resident states that they live in the same building as the venue and that it is a noise nuisance. They state that they have complained to the Safer Communities Team on a number of occasions and that the noise from the music and customers is impacting their life and health.
- Another resident states that they are concerned about the noise along the Broadway, and that extended hours and live music at Fourteen87 will exacerbate these problems, disturbing their quiet enjoyment of their property. They describe the noise and behaviour of people who cluster on the Broadway, including yelling, fights, arguing, and playing loud music.
- Councillor James-J Walsh, Rushey Green Councillor (Labour) & Cabinet Member for Inclusive Regeneration & Planning, states that he is concerned about the potential of the venue to cause significant harm to the quiet enjoyment of nearby residents and the possibility of further exacerbating issues of crime and anti-social behaviour in the locality. He requests that strong consideration be given to the potential conditions outlined in Annex 2 to ameliorate the impact.
Councillor James-J Walsh also raises the following points:
- Fourteen87 operates as a flexible event space with a capacity of approximately 80 persons, which allows it to shift between low-risk uses (private/family dining) and high-risk uses (ticketed, alcohol-led DJ/live music events).
- The premises sits directly beneath residential flats on Catford Broadway, an area already identified in Lewisham's Cumulative Impact Assessment and PSPO evidence packs as a hotspot for alcohol- and drug-related anti-social behaviour.
- Directly adjacent is Space8ight, also under the same ownership, marketed as a boutique event space with its own bar and security provision. Together these two venues could either operate concurrently (two separate events with a combined capacity of around 160–180 people) or be amalgamated into a single larger event. The cumulative effect is equivalent to a nightclub-scale venue in the heart of the Broadway.
- Just 240m away at 171–181 Rushey Green is Ice Lounge (formerly Silks/Nuvo/Ice Club). This premises, whilst to my knowledge no way connected commercially with the applicant, has a very similar operating model and, like Fourteen87, is located directly beneath residential flats. Ice Lounge has been the subject of repeated licensing scrutiny and enforcement action due to serious crime and disorder, including the fatal shooting of Shaquille Graham outside the venue in March 2024.
- As a result of these incidents and ongoing risks, it is my understand that the current Ice Lounge licence is now heavily conditioned. It requires measures such as comprehensive CCTV, SIA door supervision, ID scanning for promoted events, dispersal policies, polycarbonate glassware, and advance notification of promoters.
Councillor James-J Walsh suggests a number of proposed conditions for Fourteen87, drawn directly from the Metropolitan Police's model conditions for high-risk venues, tailored to Fourteen87's specific circumstances. These include:
- Maximum capacity of 80 persons.
- A proof of age scheme, such as Challenge 25[^2], shall be operated at the premises. [^2]: Challenge 25 is a retailing strategy that encourages anyone who is over 18 but looks under 25 to carry acceptable ID (a card bearing the PASS hologram, a photographic driving licence or a passport) if they are buying alcohol.
- A register of staff authorised to sell alcohol shall be maintained at the premises.
- All staff shall receive induction and refresher training on Licensing Objectives, age verification, refusals, and disorder.
- An incident log shall be kept at the premises.
- The premises shall install and maintain a comprehensive CCTV system.
- A staff member conversant with the CCTV system shall be on duty at all times.
- Contact details of the DPS or duty manager shall be provided to Police and the Licensing Authority.
- The premises licence holder will not permit alcohol to be consumed outside of the licensed area.
- There shall be no self-service of alcohol.
- No off-sales of beer, lager or cider above 5.5% ABV shall be permitted. For on-sales, any beer/lager/cider above 6.0% ABV shall only be served in measures not exceeding ½ pint or 330ml.
- No bottle service of spirits to customers shall be permitted. All spirits must be dispensed by staff in 25ml or 35ml measures (or multiples thereof).
- The premises shall join and maintain active membership of a Police-approved local crime reduction scheme.
- Queues on the public highway shall be actively managed by SIA staff.
- A confiscated property log shall be maintained recording any drugs or weapons seized.
- A written zero-tolerance drugs policy, including search procedures and toilet checks, shall be maintained and available to Police.
- A tamper-proof sound limiter shall be installed and maintained at a level set in agreement with Environmental Protection.
- Prior to the implementation of any extended hours permitted by this licence, the licence holder shall commission an acoustic assessment and a vibration assessment by a suitably qualified independent acoustic consultant.
- All loudspeakers, subwoofers and any other sound equipment capable of producing amplified music shall be mounted on anti-vibration isolators.
- A low-frequency filter shall be used on all amplification equipment to minimise bass transmission into adjoining premises.
- Doors and windows shall remain closed during regulated entertainment, save for access/egress.
- Management shall carry out external noise monitoring at the nearest residential façades at least once every 60 minutes during live or DJ-led events.
- Smoking only in a designated area at the immediate frontage. After 23:00 no more than 6 persons may smoke outside at any one time. Where Fourteen87 and the adjoining premises Space8ight are under common ownership or management and operating concurrently, a combined cap of 6 smokers shall apply.
- Clear exit signage reminding patrons to leave quietly.
- A written dispersal policy shall be submitted to the Licensing Authority for approval.
- From 23:00 until 30 minutes post-closing, at least 1 SIA (or duty manager where SIA not required) shall supervise dispersal.
- Closure protocol: staff/SIA shall ensure the area outside is cleared swiftly at closing, taxis or transport arranged, and loitering prevented.
- The licence holder shall ensure that the area immediately outside the premises is regularly supervised and kept free from litter, waste, and cigarette ends.
- Daily management briefings shall be given to SIA/doormen before each shift.
- Alcohol only ancillary to table meals.
- Substantial meals available until 23:00.
- At least 75% of patrons seated.
- No vertical drinking after 23:00.
- No person under the age of 18 shall be permitted on the premises after 21:00 unless accompanied by an adult and consuming a substantial table meal.
- Events must be pre-booked with named organiser recorded.
- Persons under 18 may attend only if accompanied by an adult, but must leave by 22:00.
- Alcohol only supplied by staff; no self-service by hirers.
- Minimum 2 SIA if event continues past midnight.
- Last entry shall be no later than 60 minutes prior to the terminal hour for licensable activities.
- Minimum 2 SIA from 23:00 until close.
- Polycarbonate/plastic containers after midnight.
- No persons under 18 permitted after 21:00.
- Comprehensive event risk assessment for each promoted event, available to Police and Licensing on request.
- The premises shall not engage any promoter or third party to run events at the premises where the Metropolitan Police Licensing Team have provided a written objection to that promoter on crime and disorder grounds.
- Police/Licensing notified at least 14 days in advance of promoted/ticketed events.
- Polycarbonate/plastic containers after 22:00.
- No persons under 18 admitted at any time.
- For any ticketed/promoted event open to the public beyond 23:00 where alcohol is the primary activity, an electronic ID scanning system must be used.
- Fourteen87 and Space8ight shall not be used for a single combined event unless an event plan and risk assessment is submitted to the Licensing Authority at least 14 days in advance and agreed in writing.
- Fourteen87's maximum capacity of 80 shall not be exceeded by combining with Space8ight unless Licensing Authority consents.
- Where both venues operate concurrently, a joint dispersal and security plan must be submitted to the Licensing Authority in advance.
Fresh from Yard, 29 Catford Broadway, SE6 4SN
The Licensing Sub Committee D was scheduled to consider a new premises licence application for Fresh from Yard, 29 Catford Broadway, submitted by Fresh from Yard Ltd on 20 August 2025.
The application is for the sale of alcohol for consumption off the premises from:
- 08:00 to 20:00 Monday to Saturday
- 09:00 to 17:00 Sunday
The Public reports pack notes that a representation has been received from a local councillor on the grounds of the prevention of public nuisance and the prevention of crime and disorder. It also notes that the applicant offered conditions as an attachment under Section M of the application form, and that following representation from the Police, additional conditions have been agreed, and the Police representation has now been withdrawn.
The Fresh From Yard Ltd - Redacted application form states that Kenrick Slowley would ensure that there would be no drinking of alcohol on the premises, report any suspicious behaviour or public disorder to the police, provide a safe environment for customers and the community, not serve alcohol to customers who seemed to be intoxicated, and ensure that appropriate ID is shown when purchasing alcohol beverages.
Councillor James-J Walsh submitted a Representation against the application, raising concerns relating to the licensing objectives of the prevention of crime and disorder, prevention of public nuisance, protection of children from harm, and public safety.
Councillor James-J Walsh states that the premises is located in Rushey Green ward, within what is commonly referred to as Catford Town Centre, including Catford Broadway and the Catford Corridor, and that this area is covered by a Public Space Protection Order (PSPO)1 owing to entrenched problems with street drinking, drug use and anti-social behaviour. He notes that evidence from the council's 2022 to 2024 PSPO evidence packs shows that Rushey Green ward, and in particular Catford Broadway, ranks consistently among the worst-affected wards in Lewisham across every key dataset:
- Police – Rowdy & Inconsiderate Behaviour: Catford Town Centre recorded the highest level of ASB in the borough.
- Police – Drug-related offences: Rushey Green was in the top five wards for both trafficking and possession.
- London Ambulance Service – Alcohol-related callouts: Rushey Green was among the top five wards for alcohol-related emergencies.
- Council – Alcohol-related ASB complaints: Rushey Green was among the top three worst-affected wards.
- Council – Drug-related ASB complaints: Rushey Green was among the top four wards.
Councillor James-J Walsh suggests a number of conditions, consistent with Lewisham's Statement of Licensing Policy 2020–25, reinforced by London borough precedent, and supported by the council's own PSPO evidence packs (2022, 2023, 2024):
- High-strength restriction: No beers, lagers, stouts, ales, porters or ciders above 6% ABV shall be sold.
- No single cans / small bottles of beer or cider: No single cans of beer or cider shall be sold. No bottles of beer or cider under 1 litre shall be sold, except for premium products.
- Spirits restriction (small bottles): No spirits shall be sold in containers of 500ml or below.
- Display restrictions: All alcohol must be kept behind the counter and not available for self-service. No alcohol advertising or window displays visible from the street.
- Restricted hours: Alcohol sales shall not commence before 10:00 hours and shall cease at 20:00 hours daily.
- Street drinking / PSPO safeguards: Prominent signage shall be displayed stating that the premises is within a PSPO zone prohibiting street drinking. Alcohol shall not be sold to persons known to staff, or reasonably suspected, to be street drinkers or purchasing on behalf of street drinkers.
- Staff training & record keeping: All staff shall receive training in responsible alcohol retailing. A refusals log and incident log shall be maintained and available for inspection.
- CCTV: The premises shall install and maintain a comprehensive CCTV system.
- Noise / nuisance control: No amplified music or sound shall be generated on the premises to a level that causes a nuisance to neighbouring properties or persons in the street.
- Street cleansing / nuisance prevention: The licence holder shall ensure the area immediately outside the premises is kept clear of litter generated by the premises.
The Agreed Conditions document lists the conditions agreed between the applicant and the police:
- An incident log shall be kept at the premises.
- The Premises License Holder and/or Designated Premises Supervisor shall keep up to date policies and staff training records in relation to the requirements of the Challenge 25 Scheme, drugs, identification and recognition of drunks, identification recognition and responsibilities of dealing with vulnerable persons and the correct procedures to be followed when refusing service regular training must be provided to all staff at least every six months, a record of the training will be maintained for at least 12 months.
- The premises shall install and maintain a comprehensive CCTV system.
- A staff member who is conversant with the operation of the CCTV system shall be on the premises at all times when the premises are open to the public.
- A proof of age scheme, such as Challenge 25, must be operated at the premises.
- All tills shall automatically prompt staff to ask for age verification identification when presented with an alcohol sale.
- A record shall be kept detailing all refused sales of alcohol.
- All sales of alcohol for consumption off the premises shall be in sealed containers only, and shall not be consumed on the premises.
- No super strength beer, lagers, ciders or spirit mixtures of 5.5% ABV (alcohol by volume) or above shall be sold on the premises.
- No sale of alcohol to be made to any intoxicated person or to anyone buying alcohol for an intoxicated person.

The Licensing Sub Committee D was scheduled to elect a Chair for the remainder of the municipal year 2025/26.
