The Alcohol and Entertainment Licensing Sub-Committee of Brent Council met on Monday 1 December 2025. The primary item on the agenda was an application for a new premises licence for Lilburne Walk Local.
Application for a New Premises Licence for Lilburne Walk Local
The sub-committee was scheduled to consider an application for a new premises licence for Lilburne Walk Local, located at 67 Lilburne Walk, NW10 0TW. The applicant, Varandeep Singh Khurana, sought permission to sell alcohol from 9am to 11pm, seven days a week, with the premises to remain open from 7am to 11pm daily.
The application had attracted significant attention, with representations received from the Licensing Officer, a local Councillor, and a petition signed by over 70 residents. The Police had initially made representations but subsequently withdrew them after agreeing on a set of conditions.
Concerns raised by residents and other objectors focused on the potential negative impact on the licensing objectives, particularly the prevention of crime and disorder, public safety, prevention of public nuisance, and the protection of children from harm. Specific issues highlighted included the premises' location within the St Raphael's Estate, which has a history of crime and anti-social behaviour, and the proximity to residential areas, playgrounds, and a community centre. Objectors also raised concerns about the applicant's history with other businesses.
The applicant's operating schedule outlined various measures intended to promote the licensing objectives, including the implementation of a Challenge 25
policy, installation of CCTV, staff training in responsible alcohol retailing, and the use of an incident log.
The sub-committee had the power to grant the licence, exclude certain licensable activities, refuse to specify a designated premises supervisor, or reject the application entirely.
