In a meeting on 2 December 2025, Islington's Licensing Sub Committee C, chaired by Councillor Valerie Bossman-Quarshie, considered applications for two new premises licences. The application for Fabrica x Café was withdrawn, but the committee approved a new premises licence for Basilico, a pizza takeaway restaurant on 26 Penton Street, permitting late-night refreshment until 2:00 am, subject to several conditions.
Basilico, 26 Penton Street
The sub-committee approved a new premises licence for Basilico, located on 26 Penton Street, to allow the provision of late-night refreshment from 11:00 pm until 2:00 am, Mondays to Sundays, and for the premises to be open to the public from 11:00 am until 11:00 pm. This decision was made after considering the Licensing Act 2003, national guidance, and Islington Council's licensing policy, and is subject to conditions detailed on pages 62 to 64 of the Public Reports Pack.
Basilico is located within the King's Cross cumulative impact area1, where Islington's Licensing Policy 3 creates a rebuttable presumption
that applications that are likely to add to the existing cumulative impact will normally be refused, unless the applicant can demonstrate that there will be no negative cumulative impact on one or more of the licensing objectives.
Four objections from local residents were received. The sub-committee heard from the applicant that after 11pm, no customers would be able to enter the premises to order or collect food, as all orders would be delivery-only. The business employs its own drivers who would not loiter outside, and would instead be inside working when not making deliveries. The drivers would use lightweight mopeds to minimise noise, and none of the employees are smokers. The premises had operated under temporary event notices without any complaints. The applicant confirmed that the main light on the hoarding outside the premises would be turned off at 11pm, the door would be shut, and the sign would be turned to 'closed'. A member of staff would be stationed next to the counter inside the premises, where the screen for online orders is located. The applicant stated that the premises were generally quiet on match days, with the busiest times being when people were finishing work. Conditions had been agreed with the police and the council's noise team, including conditions to control noise from the premises, particularly from delivery drivers.
The sub-committee concluded that granting the licence with the agreed conditions would promote the licensing objectives, and that the operating schedule demonstrated high standards of management. They were satisfied that the proposed use, with the agreed conditions, meant that the premises would not add to the cumulative impact.
Fabrica x Café, 36-40 York Way
The application for a new premises licence for Fabrica x Café, located in Cottam House on 36-40 York Way, was withdrawn from the agenda. The application had sought permission for recorded music, and the on and off sales of alcohol.
Prior to its withdrawal, the New Premises Application Report noted that the premises is located in the Clerkenwell Cumulative Impact Area, and that eleven letters of representation from local residents had been received in opposition to the application.
