The Resources and Public Realm Scrutiny Committee meeting scheduled for 21 January 2026 was set to cover a range of significant topics, including a detailed examination of anti-social behaviour in the borough, an update on the council's work programme, and reports from scrutiny task groups on kerbside management and the budget. Anti-Social Behaviour (ASB) in Brent
A comprehensive report was scheduled to be presented on anti-social behaviour (ASB) in Brent, detailing its scale, nature, and management. The report aimed to enable the committee to assess performance, understand key responsibilities, and identify areas for improvement. The definition of ASB, as outlined in the ASB, Crime and Policing Act 2014, was to be discussed, differentiating between conduct causing harassment, alarm, or distress, and conduct capable of causing nuisance or annoyance. The report also aimed to clarify what is not considered ASB, such as acceptable everyday activities or minor neighbour disputes. Categories of ASB, including personal, nuisance, and environmental, were to be examined, with a focus on the primary concerns affecting local communities, such as environmental ASB, drug-related activities, neighbour disputes, and non-statutory noise. The report was expected to detail the relevant policy and operational framework, including the Safer Brent Community Safety Strategy 2024-2026, and the roles and responsibilities of the council and the police in tackling ASB. Partnership working through the Safer Brent Partnership, Brent Joint Action Groups (BJAGs), and the Community Multi-Agency Risk Assessment Conference (CMARAC) was to be highlighted. The report was also to provide an overview of the ASB team's activity, core functions, and ongoing initiatives, including work within private, social, and council housing stock, and the use of Public Space Protection Orders (PSPOs). Key performance data for the past two calendar years, including CMARAC and BJAG case statistics, and details on Fixed Penalty Notices (FPNs) issued, were to be presented. The report was also to assess the impact and effectiveness of ASB tools and powers, both non-legal and legal, such as Community Protection Notices, injunctions, PSPOs, Criminal Behaviour Orders, and closure powers. Finally, future challenges and opportunities in tackling ASB were to be discussed.
Community Engagement and Consultation
A report was scheduled to provide an overview of the council's approach to community engagement and consultation. This report was intended to explain how the council supports effective communication with residents, enables ongoing dialogue, and creates meaningful opportunities for local people to participate in decisions that affect them.
Kerbside Management Scrutiny Task Group Findings
The committee was scheduled to receive the findings and recommendations from the Kerbside Management Scrutiny Task Group. This task group had reviewed how kerbside space in Brent could be more effectively utilised to support sustainable and inclusive travel, enhance public spaces, and deliver equitable community benefits and environmental outcomes.

The findings report from the Budget Scrutiny Task Group was scheduled for presentation to the committee for adoption.

An update on the changes to the Resources and Public Realm Scrutiny Committee's work programme for the 2025/26 municipal year was to be provided. This report was intended to outline the items the committee would consider throughout the year and any recent amendments to the programme.

The committee was to review the scrutiny recommendations tracker, which presents the progress of recommendations made by the committee, suggestions for improvement, and information requests to council departments and external stakeholders. This report ensures that actions arising from previous scrutiny work are being addressed.
