The Cabinet Member for Resident Services & Tackling Inequality, Councillor Seema Chandwani, met on Tuesday 3rd February 2026 to approve a one-year extension to the contract for environmental enforcement services with Kingdom Services Group Limited. This extension will ensure the continuation of services aimed at tackling littering and fly-tipping across the borough.
Extension of Environmental Enforcement Services Contract
Councillor Seema Chandwani approved a one-year extension to the contract with Kingdom Services Group Limited for the provision of environmental enforcement services. This decision was made to continue the council's efforts in combating litter and fly-tipping, which are significant concerns for residents. The report presented to the Cabinet Member highlighted that the services provided by Kingdom are cost-neutral, as income generated through Fixed Penalty Notices (FPNs) is transferred to the council, with a portion shared with Kingdom to cover their operational costs.
The contract, which commenced on 5th February 2025, allows for the deployment of dedicated officers to issue FPNs under legislation such as the Environmental Protection Act 1990, the Anti-Social Behaviour, Crime and Policing Act 2014, and the Highways Act 1980. These FPNs are issued for offences including fly-tipping, littering, and anti-social behaviour. During the initial eight months of the contract, Kingdom issued approximately 9,000 FPNs, with the majority for observed offences (78%), followed by investigated offences (17%) and Duty of Care offences (5%).
The decision to extend the contract aligns with the 'A cleaner, low waste Haringey' theme of the Council's Corporate Delivery Plan 2024-2026, which includes an activity for Enhanced environmental enforcement, including targeted deployment (Monday – Sunday) of proactive litter & waste enforcement patrols in Town Centres and hot spot locations across the borough.
The report noted that resident engagement in 2023 indicated strong public support for fining individuals for environmental offences, with 96% agreeing with fines for fly-tipping and 94% for dog fouling or littering.
The extension will enable the council's in-house waste enforcement officers to focus on more preventative measures, such as prosecutions, and other environmental enforcement issues. The report also detailed an Equality Impact Assessment (EQIA) which concluded that the services are not targeted at individuals based on protected characteristics, as enforcement is evidence-driven. The EQIA also noted that while specific data on protected characteristics in relation to FPNs is limited, the council will seek to gather more information through the extended contract to better understand the impact of these services. The report stated that All officers undertake mandatory 4 day CPC accredited training. This comprehensive training includes safeguarding/vulnerability modules to ensure enforcement action is not taken against vulnerable people.

The contract extension was approved in accordance with CSO 2.01(d) of the Council's Constitution Standing Orders. The financial arrangement means that 65.5% of the income generated from FPNs is retained by the council, with the remaining 34.5% going to Kingdom Services Group Limited. The report indicated that the expectation is for approximately 42% of FPNs issued to be paid, generating around £500,000 annually for the council.
