...to recommend to Full Council the noting and consideration of the Mid-Year Review of the Treasury Management Strategy for the period of 31st March to 30th September 2025, including a reduction in total borrowing, an increase in investments, a reduction in net borrowing, and a temporary breach of one prudential indicator that has since been remedied.

...to approve the Housing Operations (Property) Overarching Procurement Strategy Proposal for 2025/26 and 2026/27, aiming to streamline procurement processes and accelerate the delivery of the Housing Capital Programme.

...to deliver the Building Harlow's Future plan, the Cabinet noted and endorsed project progress, key performance indicators, the financial position as of September 2025, and the revised strategic risk register.

...that the Cabinet of Harlow decided to recommend to Council the adoption of the new constitution, authorise the Monitoring Officer to make necessary modifications, and note the intention to bring the new constitution into effect from 5 January 2026.

...to note the progress being made and actions agreed with the Regulator of Social Housing to manage ongoing social housing compliance responsibilities, improve performance in the Safety and Quality standard, and deliver outcomes within the council's corporate mission to invest in housing.
