...to recommend to Full Council the noting and consideration of the Mid-Year Review of the Treasury Management Strategy for the period of 31st March to 30th September 2025, including a reduction in total borrowing, an increase in investments, a reduction in net borrowing, and a temporary breach of one prudential indicator that has since been remedied.

...the Procurement Strategy outlined in Appendix A was approved, along with delegating authority to the Director of Legal and Governance, in consultation with the Leader of the Council, to make minor changes as needed.

...that the Cabinet recommended to Full Council the adoption of the new constitution, authorised the Monitoring Officer to make final modifications, and noted the intention to bring the new constitution into effect from 5 January 2026.

...to progress the Harlow Cycle Hire Scheme, the Cabinet agreed to delegate authority to the Director of Planning and Garden Town, in consultation with the Portfolio Holder for Garden Town and Planning, to develop a procurement process for appointing an operator to launch cycle hire services in 2026.
