Annual Meeting, Cornwall Council - Tuesday, 20th May, 2025 10.30 am

At a meeting of the Cornwall Council, Councillor Rob Nolan was elected Chairman, Councillor John Thomas MBE was elected Vice-Chairman, and Councillor Leigh Frost was elected Leader of the Council. Councillors approved the appointment of committees, the allocation of seats, a programme of ordinary meetings, and a recommendation from the Standards Committee regarding mandatory member training. The Leader of the Council, Councillor Leigh Frost, announced that he would confirm his appointments to the Cabinet and allocation of portfolios within the required constitutional timescales.

Cornwall Council met to discuss health and wellbeing board alignment, and the operation of special urgency provisions. Councillors also addressed questions from the public regarding 20mph zones, transport pricing in Truro, appointments, and investments related to the conflict in Gaza. The council approved recommendations regarding the Health and Wellbeing Board and Integrated Care Partnership alignment, and noted the report on special urgency and call-in provisions.

The East Sub-Area Planning Committee met to discuss planning application PA24/06612 regarding the repowering of a wind turbine near Michaelstow. Councillors voted to grant delegated authority to the Service Director for Planning and Housing to approve the application, pending further consultation and subject to amended conditions. The committee also noted an item for information regarding appeals.

The Urgent Driver/Operator/Vehicle Sub Committee of Cornwall Council convened on Wednesday, 9 April 2025, and made the decision to revoke the licenses of three individuals: a Hackney Carriage and Private Hire Vehicle Driver, a Private Hire Vehicle Licence holder, and a Private Hire Operator. These decisions were made due to concerns about the conduct and suitability of the individuals to hold such licenses. Councillor Jane Pascoe chaired the meeting.
