Publication of Brownfield Land Register Update 2024

The Brownfield Land Register Regulations 2017 require local planning authorities to publish and maintain a register of land within their area which meets certain criteria in terms of its status as Brownfield Land, and in terms of its potential to provide housing-led development in future years. The Regulations require that this Register is reviewed at least annually. The decision proposed is to publish the update for 2024. The proposed update concerns 'Part 1' of the Brownfield Land Register, which is the basic legally required Register. Councils have the ability to identify sites as being within 'Part 2' of the Register, thereby granting them 'permission in principle', a form of planning consent. There is no 'Part 2' of the Crawley Register. The proposed update to the Register takes account of updates in respect of the planning status of various sites since the last update, and includes the addition of new sites where these have been granted planning permission (or prior approval).

Irrecoverable Debts 2024-2025 (Under £50,000) (Part 1)

While the Council endeavours to collect all debts due to the Council, there will inevitably be some debts that remain irrecoverable. Individual debts of up to £50,000 can be written-off using delegated powers.  Decisions on irrecoverable debts of this financial level will be considered twice annually, this is part 1 of the 2024/25 write-offs.

Options for Enacting the Temporary Sub-Quota in the Housing Allocations Scheme

The Council’s homelessness services continue to experience significant pressures, resulting in elevated use of and longer stays in nightly paid temporary accommodation. This continues to put the Council’s financial position at risk and is a corporate priority to address. Section 5.1.2 of the Housing Allocations Scheme is the temporary sub-quota that can be enacted for up to six-months at a time. A number of options for amending and enacting the temporary sub-quota were evaluated (including the risks and impacts) prior to this decision.
