The Cabinet also approved a draft budget for consultation, which includes a 4.99% Council Tax increase, and made decisions on various operational and strategic matters including waste haulage contracts, fire service duty systems, and IT system consolidation.

The Gloucestershire County Council Cabinet met on Wednesday, 3 December 2025, and agreed to put the draft budget for 2026/27 out for public consultation. They also approved plans for a new fire and rescue service training facility, highways depot, care home, and residential housing at the Coombe Hill site, and agreed to extend several contracts for services including household recycling, fostering and residential care.

Gloucestershire County Council's Cabinet met on 19 November 2025, and agreed to support the proposal for a single unitary authority for local government reorganisation in Gloucestershire, and to submit this proposal to the Secretary of State for Housing, Communities and Local Government. The Cabinet also discussed public questions regarding the local government reorganisation. Finally, the Cabinet agreed to exclude the press and public from a portion of the meeting to discuss exempt information.
