Scheme Of Assistance, Below Tolerable Standard and Housing Renewal Area Policy Reviews

All Local Authorities are required by the Housing (Scotland) Act 2006 to have a Scheme of Assistance (SoA) setting out the circumstances in which it will provide homeowners and private tenants with advice, practical support and financial assistance to help them repair, maintain, improve or adapt their homes. A review of Aberdeenshire Council’s SoA is required because of changes to service deliver in response to budget pressures. The Housing (Scotland) Act 2006 also requires local authorities to have a Below Tolerable Standard and Housing Renewal Area Policy within their Local Housing Strategies. These polices have been reviewed in line with the Policy Review and Development Framework and to take account of the recently published Local Housing Strategy 2024-29.

Although the brownfield opportunity of the brownfield site was taken up by the approval and implementation of a historical planning permission, the site was granted planning permission for a dwelling house which expired 3 weeks before this current application was made. Furthermore, the application is located in the developed coastal area where development is not restricted in accordance with Policy 10 of NPF4 and the proposed development would be visually connected to those approved under a previous consent and would not appear out of place in the local context.

The purpose of this report is to make the Committee aware of the Draft Place Information and Delivery Team Strategy 2025-2030 which has been produced following review of the Planning Information and Delivery Team Strategy 2022-2025. Committee are requested to consider the outcomes of the review and provide comment on the draft Strategy. Comments provided by all six Area Committees will be considered by officers and reflected in the final version presented to Infrastructure Services Committee for approval.
