Leeds Economic Vision - Delivery Update and City Fund

The Leeds Economic Vision sets out the council’s approach to delivering economic growth. This paper highlights areas of delivery including spatial regeneration and housing, sector development and business support, and infrastructure including transport infrastructure.   Central to the delivery of the Vision and with support from government, is the Leeds Transformational Regeneration and South Bank as a potential New Town.   This paper provides an update on progress on the plans to grow the city centre to create new housing and jobs, and seeks specific approvals to: -  Progress activity to bring forward the Leeds City Fund -  Support the Council’s work to provide a financial contribution to the Royal Armouries Conference and Exhibition Centre -  Reaffirm the Council’s support for securing the reuse of Temple Works -  Support the city’s shortlisting of the New Town Designation and continuing work with the Government in shaping the City’s proposition -  Accept funding from the West Yorkshire Combined Authority to support service delivery.

Leeds Affordable Housing Strategy: A Decade of Growth and Choice (2026-36)

The report updates on the progress made in the delivery of affordable homes in Leeds and sets out the content of the Leeds Affordable Housing Plan 2026-2036. The decisions required are to: A) Note progress made on the delivery of affordable housing through the Leeds Affordable Housing Growth Partnership Action Plan (2022-2025) B) Endorse the content of the new Leeds Affordable Housing Plan (2026-2036) C) Endorse the Council’s continued ambition to maximise the number of additional council homes delivered in the city and the aim of securing additional grant funding through Strategic Partnership status with Homes England D) Receive updates on progress at the mid-point and end of the 2025-2035 plan period, noting the role of the Infrastructure, Investment & Inclusive Growth Scrutiny Board and the statutory planning duty to prepare an annual Authority Monitoring Report.

Adult Social Care Provider Loan Agreement

Brief Description Leeds City Council has a duty under Section 48 of the Care Act 2014 to meet the needs of adults with care and support requirements for a long as necessary if a regulated provider becomes unable to carry out their activities due to business failure. In exercising this duty, Leeds City Council is providing a maximum £1.5m loan to an Adult Social Care provider at significant risk of business failure.   Impact On Wards N/A Financial and procurement implications > Than £500k

Elland Road Regeneration

Further to Executive Board’s resolutions in April 2025, Executive Board will consider the proposed next steps on the regeneration delivery strategy for Elland Road. Specifically, Executive Board will consider recommendations on the proposed disposal method to facilitate the regeneration of c30 acres of Council owned land, drawing on the due diligence undertaken with Leeds United Football Clubs Development Partner.
