Biodiversity Duty Report

The Environment Act 2021 has introduced a strengthened ‘biodiversity duty’ that requires public authorities to consider what they can do to conserve and enhance biodiversity in England. This means that all major planning applications submitted after 1 January 2024, and all planning applications from 1 April 2024 must result in enhanced biodiversity. Local authorities are required to publish a duty report by 1 January 2024 explaining how they will ensure these requirements are implemented.

Future acquisitions for Affordable Housing Delivery Relating to Report CH/201

To proceed with the acquisition of land as detailed in Section 5.3 of the Report to Cabinet CH/201 on 27th September 2023, in order to secure the land and prepare the site for the purposes of delivering the consented affordable housing scheme for Crawley Homes ownership. The budget to support this land acquisition was approved by Full Council FIN/633 on 18th October 2023 for the HRA Acquisitions Budget to meet the costs of acquiring the land and clearing the site for future development. Contracts are due to be exchanged on terms that are within budget, where the freehold ownership will transfer to Crawley Homes on completion of contracts.

Infrastructure Funding Statement 2022/23

The Community Infrastructure Levy (Amendment) (England) (No. 2) Regulations 2019) came into force on 1 September 2019. Under these regulations, Infrastructure Funding Statements (IFS) will replace CIL Regulation 123 Lists as the mechanism through which projects are identified for CIL funding. For each financial year, starting from 2019/20, we are required to publish an Infrastructure Funding Statement (IFS). This is made up of three parts: • Section 106 Report: including a summary of section 106 income and expenditure (including details of some non-monetary contributions); details of projects on which section 106 receipts were spent or allocated; and the amount of section 106 receipts retained at the end of the financial year • CIL Report: including a summary of CIL income and expenditure; details of projects on which CIL was spent or allocated; and the amount of CIL retained at the end of the financial year • Infrastructure List: a statement of the infrastructure projects or types of infrastructure which we intend will be, or may be, wholly or partly funded by CIL.

Crawley Innovation Centre - Additional Towns Fund Monies

To seek agreement to add Towns Fund monies to the Crawley Innovation Centre project and seek additional delegations to ensure the project can commence without delay. The draft Towns Fund business case for the Crawley Innovation Centre was agreed by Cabinet on 2nd February 2022 and Full Council on 23rd February 2022.
