Disposal of a Council Owned Property

Re-Energise Manor Royal Scheme - Grant Funding Agreement

To seek Cabinet approval to sign off a Crawley Towns Fund programme Grant Funding Agreement with the Manor Royal BID so that the BID can deliver the Green Business Infrastructure programme (badged the “Re-Energise Manor Royal Scheme” by the BID). This will establish a Local Energy Community (LEC) to install and then own solar photovoltaic (PV) assets on commercial premises in Manor Royal in order to provide renewable energy services to Manor Royal businesses. The intention is for the LEC to then raise further private finances to support on-going investment across Manor Royal of on-site renewable energy generating assets. This in turn will contribute to the ongoing decarbonisation of the Borough.

Housing Acquisition using Local Authority Housing Fund (LAHF) grant funding allocation as per Resolution (a) of report CH/210: property reference CH/210/5

The decision relates to the acquisition of a property (CH/210/5) which is a four-bed semi-detached house. This acquisition for CH/210/5 is made under the agreement by Cabinet on 2nd October 2024 in respect to report CH/210, to permit the acquisition of properties from the market for Crawley Homes ownership. Resolution a) in that report delegates the negotiation, approval and completion of all relevant documentation, including legal paperwork necessary to secure the required acquisitions, to the Head of Crawley Homes, the Head of Governance, People and Performance, and the Head of Corporate Finance, in consultation with the Leader of the Council and the Cabinet Member for Housing.

New Additional Fees (Animal Activity Licensing)

The Council as Licensing Authority are responsible for all animal activity licensing and this service is meant to be, as far as possible, self-financing, without recourse to the General Fund. It is proposed the following additional fees be included to cover the various activities required to fulfil the Licensing Authority obligations. These fees are in addition to those already approved. Additional fees and charges would apply to the following activities: - Dog daycare (Commercial) - Home Boarding - Boarding For Cats and Dogs - Hiring Out Horses - Exhibition of Animals - Sale of Animals as pets - Breeding Licence Variation – this would include changes during the licence term, including the number of animals used, a change in layout and other modifications to the licence to apply to all of the above activities - £250 Re-score - to apply to all the above activities except Exhibition of Animals where a premises licence holder seeks to be re-scored during the currency of a licence (often following actions to address action points and improve the setting) - £160 Appeal Rating Decision – to apply to all the above activities except Exhibition of Animals - £150 Copy of Licence - £10.50 In accordance with the Constitution, the Cabinet Member for Public Protection was consulted, and was in agreement, with these additional fees.
