The committee decided to refuse three applications for private hire driver licences, deeming the applicants not to be 'fit and proper' persons. However, one applicant for a combined Hackney Carriage and Private Hire Drivers Licence was deemed 'fit and proper' but with the condition of six penalty points being added to their licence.
