...to grant Full Planning Permission for alterations and extension to the Aspire Restaurant, including a covered seating area, was delegated to the Head of Planning and Economy subject to appropriate conditions, despite a recommendation for refusal, based on the acceptability of the layout, siting, design, and materials, the lack of objection from Built Heritage, and the proposal's contribution to the viability of a local business and the area's economy.
