The Children and Young People Scrutiny Committee met to discuss persistent absence in schools, receive an executive member report, and review the committee's work programme. The committee heard evidence from Place2Be on persistent absence in secondary schools, received an update on attendance, and were introduced to emotional-based school non-attendance.

The committee considered a refreshed version of the Joint Protocol on Section 17 Families between Children's Social Care & Homes and Neighbourhoods. The committee also discussed school attendance codes, an update on the council’s school reorganisation programme, and the Children’s Services Quarter 1 2024-25 Performance Report.

The committee endorsed the Islington Care Leavers and Housing Protocol and noted the Islington Safeguarding Children Board Annual Report, the Child Protection Annual Report, and the Youth Justice Service Inspection Report.
Children and Young People Scrutiny Committee - Tuesday, 10th September, 2024 7.00 pm
The meeting began with a presentation on persistent absence in Islington secondary schools, which the Committee is scrutinising. Members noted the report and will decide at a later date whether to invite headteachers from schools with high and low absence rates to speak to the Committee. There was also discussion of Islington's headline provisional school results and the SEND Framework and Transitions Update. Members noted both reports, although some requested additional information for future reports. Finally, the Committee considered the Quarter 4 Performance Report and noted the Islington Young People's Drug and Alcohol Service (IYPDAS) data.
