Strategic Investment Board - Wednesday, 25 June 2025 9.00 am
The Strategic Investment Board (SIB) convened to discuss and approve the annual business plan for Connect2Surrey, and to address the corporate strategy and governance of the council's commercial investments. The board approved the Connect2Surrey business plan, with additional recommendations for reviewing the company's fee structure and maximising opportunities from local government reorganisation. They also approved the continuation of existing governance arrangements for commercial investments, while noting that an updated governance proposal paper would be presented to the SIB later in the year.
Cabinet - Tuesday, 24 June 2025 2.00 pm
The Surrey County Council cabinet met on 24 June 2025, and among the items discussed was the Ofsted inspection of children's services, which were rated as 'good'. The cabinet also endorsed the School Organisation Plan 2025 and received an update on the Streetworks Taskforce. Members also discussed the ongoing reorganisation of local government in the county.

The Health and Wellbeing Board and Surrey Heartlands Integrated Care Partnership met to discuss a range of issues, including the reorganisation of NHS Integrated Care Boards (ICBs), the Health and Wellbeing Strategy, intergenerational initiatives, and local government reorganisation. The board retrospectively approved the updated 2025-2026 Better Care Fund Plan.
Strategic Investment Board - Monday, 16 June 2025 10.30 am
The Strategic Investment Board met to discuss the future of several property assets owned by Surrey County Council. The board agreed to dispose of all remaining properties owned by Halsey Garton Residential (HGR) and dissolve the company once the sales are complete. They also agreed to review investment and non-operational leased out properties directly owned by the council on a case-by-case basis.

The Strategic Investment Board met to note decisions regarding director changes and staff consultation at Hendeca Group, a Local Authority Trading Company (LATCO) wholly owned by Surrey County Council. The board formally noted the resignation of the Managing Director (MD), the appointment of an Interim MD from within the council's staff, the appointment of a Board Director from within the council's staff, and the allocation of council resources to support staff consultation. Some of the discussion took place in private.

Surrey Schools And Early Years Funding 2026/27

...to comply with Department for Education regulations and meet statutory deadlines, the Cabinet approved the application to transfer 1% of schools' block funding to support high needs SEND costs, agreed to the general principles for schools funding in 2026/27 recommended by the Schools Forum, agreed to continue additional funding to primary schools with disproportionately high incidence of SEND and those with temporary falls in roll, agreed to the principles of Surrey's early years funding formula for 2026/27, and delegated authority to the Director of Education and Lifelong Learning to approve amendments to the funding rates in the schools and early years funding formulae.
