009172 - NEPO302 - Gas Framework

This report seeks approval to opt into the new iteration of the NEPO302 Gas Framework and award a contract to the sole supplier on this single lot framework. The Framework Agreement includes NEPO trading gas on a fully flexible basis from the wholesale market and the subsequent supply of gas to the NEPO Portfolio. It includes a Meter Asset Manager service and subsequent Automatic Meter Reading services, as well as provisions for assisting Contracting Authorities to reduce gas consumption and support their energy efficiency aims. The contract duration will commence on 1 April 2026 for a period of 72 months until 31 March 2032.

The Community Opportunities Framework is a new contract structure which covers a range of community opportunities to provide appropriate social inclusion and carer relief, so that people can live independent, safe and active lives. It will offer flexible, high-quality support, with a focus on connecting people to their communities, maximising independence, and helping to prevent admission into long term residential care or hospital. This report will seek approval of the commissioning intentions for the Framework and to delegate the award of contracts to deliver these services, following a competitive procurement exercise, to the Director of Adult Social Care and Prevention.
