Local Electric Vehicle Infrastructure fund (LEVI) Charging Points in Kirklees Residential Areas

The Department for Transport (DfT) are providing local authorities funding to deliver publicly accessible charge point infrastructure through the Local Electric Vehicle Infrastructure (LEVI) fund. As a result, West Yorkshire Combined Authority has been awarded grants of £15.83 million from the LEVI fund.   Kirklees has been awarded a total of £2,494,389 to deliver EV charging infrastructure in areas which are predominately without off-street parking. These areas currently deemed to be non-commercially viable to the private sector, therefore the fund is designed to support commercial partnerships in the EV space.   Phase 1 of the project is expected to provide up to 150 charging points to be distributed in key areas of Kirklees, both off-street and on-street, to support current and future uptake of Electric Vehicles. Phase 2 of the project has yet to be designed.   This report places the funds into the Council’s Capital Plan, acknowledges the procurement undertaken by the Combined Authority and delegates authority to officers to delivery the programme of charge point installations.   Consultation The West Yorkshire Combined Authority, in partnership with the 5 districts of West Yorkshire, carried out a public consultation on the LEVI fund proposals. The consultation opened on 25th July 2024 and ended on 11th September 2024.   This consultation/engagement included a drop in events at Kirklees locations and an online questionnaire. Combined Authorities (Adult Education Functions) (Amendment) Order 2025

The purpose of the report is for Cabinet to consider the Combined Authorities (Adult Education Functions) Amendment Order 2025 which has been published in draft form by the Department for Education.   The order proposes the transfer of funding powers from Government to Combined Authorities and Combined County Authorities to enable them to utilise their Adult Skills Fund budgets to fund new technical qualifications developed in 2024 by the Institute for Apprenticeships and Technical Education.   The consent of each of the constituent local authorities forming the West Yorkshire Combined Authority is required and this report requests Cabinet’s consent to the making of the order.

Highways 2 Year Detailed Capital Plan allocation 2025/26 and 2026/27

LGA (Local Government Association) Corporate Peer Challenge - Kirklees Council Action Plan (Reference to Council)

The Local Government Association (LGA) came to visit Kirklees Council in November 2024, to carry out a Corporate Peer Challenge. The Corporate Peer Challenge is key part of the LGA’s improvement and assurance framework. Local Government Peers provide feedback to the Council on a range of corporate issues, based on evidence and information provided to them, and conversations with a range of staff, Councillors, partners and other key stakeholders. The LGA provide a report, outlining feedback from the visit, and key recommendations.   This report will present an Action Plan to Cabinet, which aims to deliver improvements which address the key recommendations in the LGA report. Cabinet will be asked to approve the action plan for delivery.   Key Officers and Members were engaged in the peer challenge visit itself, which informed the LGA’s report. Key Officers and Members will be engaged in the development process, including the Overview and Scrutiny Management Committee.
