Decision

(i)       to note that officers would provide a service update to Members in respect of current breakfast club provision, and the short, medium and long-term plans;

(ii)       to note the suggestion that it would be helpful to include in the planned local consultation with parents and carers the reasons why people were choosing to engage with breakfast clubs;

(iii)      to note the work undertaken with key stakeholders to review the Aberdeen City Council School Age Childcare Policy, approved on 17 September 2024 (F&C/24/235) and that no significant changes were required to the Policy at this time;

(iv)      to note the national developments on School Age Childcare including consultation and engagement on a change in Definition of School Age Childcare and proposed changes to regulation for registered and unregistered services;

(v)      to note the update on the Bright Starts Breakfast Clubs pilots being delivered in Aberdeen and instruct the Chief Officer - Education and Lifelong Learning to bring forward a report to this Committee, on plans for the implementation of universal free breakfast club provision from August 2027, in April 2027; and

(vi)      to instruct the Chief Officer - Education and Lifelong Learning to implement the approach detailed in the Aberdeen City Council School Age Childcare Quality Improvement Framework.
