Decision
(i) to note that the Children (Care, Care Experience and Services Planning) (Scotland) Bill became an Act on 15 May 2026 with the majority of its provisions yet to come into force;
(ii) to note that the financial costings and assumptions contained in the financial memoranda accompanying the Bill did not take account of the significant changes introduced at Stage 3 of the Bill’s passage;
(iii) to note that secondary legislation would be required for some aspects of the Act and other aspects would require clear policy guidance; and
(iv) to instruct the Chief Officer – Children’s Social Work and Family Support to bring a report back to Committee once there was further clarity on the implementation of the Act and the funding arrangements to support this.
