Decision
(i) in relation to the query raised by Councillor Houghton as to whether areas with particularly steep inclines which were not Priority 1 routes (such as Deeside Gardens) could be included in future gritting by smaller gritters, to note that officers would liaise with Councillor Houghton outwith the meeting to explain that it would not be possible to add this area to the winter maintenance plan as it was not a Priority 1 route, but to advise that resource could potentially be targeted to areas in the Deeside Corridor if it was available;
(ii) to note that the Chief Officer – Operations would arrange for the circulation of a service update in relation to the suggestion that those undertaking a Community Payback order could be utilised to assist with winter maintenance work;
(iii) to approve the “Roads Winter Service Plan 2026/2027” (Appendix 1);
(iv) to delegate authority to the Chief Officer - Operations, following consultation with the Chief Officer – Finance, to continue to deliver the Winter Maintenance Service; and
(v) to agree that the Committee refer the capital cost of a dry salt store to the forthcoming budget process for 2027/28.
