Decision
To sell the property in accordance with the JSC paper dated 3 June 2025 at the terms on the exempt paper attached thereto.
Reasons for the decision
To reduce the Council borrowing on the asset and to eliminate holding costs. It is also important for the sale to proceed to allow the asset to become a useful part of the village centre under the new owner.
Alternative options considered
The original purpose of acquisition was to provide housing but following the referral of Adur Homes to the Regulator, and the withdrawal of funding, the site became incapable of development by Adur District Council (ADC).
The alternative and initially temporary use by Freedom Works as serviced offices and community space came to an end in February 2024, and that was not sustainable, as the costs to ADC, such as maintenance and interest costs, were more than the (nominal) rents receivable.
Other alternative uses were pursued through the extended marketing campaign and this settled on the current proposed use.
