To approve a direct award of the water contract to Business Stream and approve the Service Director for Operations and Environmental Services to enter into the necessary Contracts for a 2 year period in the estimated amount of £388,443.67 per annum.

Reasons for the decision

WBC Cabinet Member for Finance & Resources: I am satisfied that the existing incumbent have provided a good service with proven cost savings.

ADC Cabinet Member for Finance & Resources: The current incumbent , Business Stream, has delivered good service, demonstrated previously expected cost savings, good reporting and payment regime which requires minimal officer time. They operate in a very limited market through a compliant framework delivery partner.

ADC Cabinet Member for Finance & Resources: Due to the nature of utilities supply there is a limited market of suppliers and the need to develop a tender approach / specialist form of contract would not be cost effective, leading us to use an existing framework agreement as we are currently doing.
