Decision

To appoint the following services to support the flood defence scheme:

Mark Guthrie Anderson Consultants (MGAC) serves as the Council's Quantity Surveyor and Project Management support for the Shoreham Flood Defences development. Their responsibilities include cost analysis and pricing, procurement and contractor selection, drafting the NEC4 construction contract, liaison and project managing the implementation of the construction contractors delivery programme, and reporting to the client (ADC) on construction progress. This service is required up to project completion. This is at a cost of £58,752 (excluding VAT).

Hemsley Orrell Partnership (HOP) Consulting are the project's Design/Engineering Consultants. They are responsible to act as principal designer (under CDM 2015 and Building Regulations 2022) providing technical competence, relevant construction experience, and the capability to manage pre-construction health and safety risks, producing drawings and specifications for the construction contractor. This detailed design work involves progressing the scheme to the RIBA 4 Work stages (detailed design) in readiness to tender and appoint construction contractors. Their knowledge and advice will be required beyond this stage, likely on an ad-hoc basis, up to the point of project completion. This is at a cost of £47,900 (excluding VAT).

Both sets of figures are contained within the financial envelope for these services to support the construction of the flood wall.

Reasons for the decision

Adur District Council does not have the available resources in-house to be able to design and/or manage this project directly, therefore due to the significance of the scheme, professional services are required.

Alternative options considered

MGAC and HOP have both been working on the project from RIBA Workstages 1-4. If the Council were to go with any other providers at this point, this is likely to create delays and additional costs to the project.
