Decision

As part of the fleet strategy adopted in 2025 and updated in 2026, the Waste & Cleansing Service is implementing an ongoing program of replacing end of life vehicles. The selection of replacement vehicles is informed by the changing needs of the service. The vehicles are essential for the service to maintain a clean environment, in line with our Pride in Place Agenda.

Not replacing the vehicles would reduce service resilience and have an adverse reputational impact on the council.

This decision is to approve the purchase of:

1 x 3.5t Luton Tail Lift vehicle,

2 x 7.5 Tail lift vehicles

1 x 3.5t Tail loader

1 x 3.5t Mechanical Street Sweeper,

2 x 7.5t Refuse Collection Vehicles

2 x 3.5t Tipper (potentially one second hand)

Due to the specialist nature of the vehicles they will be sourced from a number of different suppliers.

The majority of the vehicles are planned for purchase new (or current stock new) through the TPPL framework for specialist vehicles. The framework allows for quite flexible purchasing including direct award on available stock (benchmarked against competitively tendered vehicles) and a mini-competition amongst approved suppliers.

Due to budgetary constraints some consideration is being given to second hand vehicles wherein local second hand vehicles dealerships will be approached with a view to acquire up to three quotes for vehicles (as close to like for like as realistically possible) under £100k and up to five quotes thereafter.

Reasons for the decision

Essential fleet replacement to maintain the street cleansing service across Adur and Worthing.

Alternative options considered

Not replacing the vehicles is not an option.
