SDforO&E/036/26-27 Contract Extension - NSL Parking Enforcement
October 12, 2026 Service Director for Operations & Environmental Services (CLT) (Other) Approved View on council websiteFull council record
Decision
At the Joint Strategic Committee in November 2021 agreement was given for the delegation of authority to authorise the Director of Digital, Sustainability & Resources to enter into a contract with the most economically advantageous supplier from the tender process to commence on 1st April 2022 for a term of 5 years with the option to extend a further 2 years. That delegation was exercised to award the contract to NSL Ltd. who have delivered the contract to a high standard for the initial term of 5 years.
As of April 2027 the initial term has expired and given the high standard of service the council is seeking to exercise its delegated authority to extend the contract with NSL Ltd. by up to 1 (one) year to Friday the 31st of March 2028.
Reasons for the decision
As of April 2027 the initial term has expired and given the high standard of service the council is seeking to exercise its delegated authority to extend the contract with NSL Ltd.
Alternative options considered
Consideration was given to a retender of the existing contract however this process typically takes 12-18 months particularly with the complex TUPE requirements in the parking enforcement contract. Given the high standard of service NSL provides, the potential for LGR to influence the next contract and the resources required to re procure the contract officers have decided to extend the existing contract for 1 of the 2 available years under the original contract.
