Decision
To appoint Enerveo to deliver infrastructure improvements at 17 x lamppost collars at Promenade, Littlehampton.
Reasons for the decision
In accordance with the Council’s procurement requirements, 2 contractors were invited to submit quotations: Enerveo, the West Sussex County Council street lighting service provider, and LITE, the council’s previous third party installation contractor.
The third-party contractor declined to quote for the external socket installation works required. It was therefore not possible to secure a compliant alternative quote for the full scope of works.
Enerveo’s quotation for £6269.15 +VAT provides a complete solution and ensures that the organisation responsible for the street lighting infrastructure undertakes and is accountable for the works, thereby reducing ongoing risk to the council. This represents the most advantageous and competitive option.
Given the significant technical and liability risks associated with third-party installation of electrical connections to the street lighting network, and the additional cost associated with appointing multiple contractors to complete separate elements of the works, appointing Enerveo to deliver the works in full represents the most cost-effective and lowest-risk option.
Alternative options considered
As detailed above, the option of appointing a third-party contractor was considered but discounted due to the inability to secure a compliant quotation for the full scope of works, the increased costs associated with appointing multiple contractors, and the higher technical and liability risks.
