Decision
To appoint and place an order with Ashburner Contractors Ltd to carry out the separation works required to the building in order to create two separate units.
Reasons for the decision
These works were procured by direct tendering based on lowest cost and on receipt of the tenders this was found to be most cost effective to appoint Ashburner Contractors Ltd to carry out the works.
Tenders
4 contractors were invited to tender and 2 tender submissions were returned. The submissions are competitive market tenders and are set out as follows;
Ashburner Construction Ltd – £19,274.16 +VAT
Hawke Property Services Ltd – REDACTED
Onebuild Sussex Limited – Tender Not Returned
BCS Robertson Ltd – Tender Not Returned
Ashburner Contractors Ltd tender has been checked and is a valid tender. These works are being planned to be carried out as soon as possible to enable the council to lease out the main building space to receive an income from this larger proportion of the building. The remaining separate garage unit will be retained as a council storage facility required to facilitate vacation of Harwood Road depot to provide space for the food waste contract. The council hold an existing Property budget for this financial year for these works which is E50-201-CQ46, which holds sufficient funds for the quotes received.
Alternative options considered
1. Do nothing. This option was rejected as the works are required to not only create a vital area of storage for council operations but also to enable the remainder of the building to be brought back in to use in the most economically efficient way for the council.
2. Do not accept either of the two tenders. This option was rejected as we have thoroughly tested the market by inviting 4 contractors to tender and the quotes received are competitive tenders for these works and demonstrate the level of pricing that could be expected from re-tendering.
