Reasons for the decision

To secure repayment of a debt owed to the council and protect the council's financial interests by registering a legal charge against the property. The decision falls within the delegated authority of the Group Head, Landlord Services under the Officer Scheme of Delegation relating to Housing Revenue Account and associated landlord functions.

Not to register a charge against the property. This option was rejected because it would not provide the council with appropriate security for the debt and would increase the risk of non-recovery of monies owed.
