Reasons for the decision

To enable the council to enter into the Deed of Covenant required in connection with the property transaction and to ensure that the relevant obligations and covenants affecting the property are properly documented and enforceable. The decision falls within the delegated authority of the Interim Group Head of Landlord Services under the Officer Scheme of Delegation relating to Housing Revenue Account and Assets and Development matters.

Alternative options considered

Not to execute the Deed of Covenant. This option was rejected as the deed is required to give effect to the obligations associated with the property and to facilitate the transaction requested by the parties' solicitors.
