Decision

To enter a Memorandum of Understanding (MOU) between Arun District Council and Govia Thameslink Railway (GTR) to establish a framework for partnership working within Station Square, Bognor Regis.

Reasons for the decision

The MOU will enable Arun District Council, working alongside local partners and stakeholders where appropriate, to develop and facilitate:

• Community gardening and environmental improvement projects.
• Public realm enhancements.
• Community engagement activities and events.
• Temporary and permanent public art installations.
• Heritage interpretation projects.
• Cultural and creative initiatives that contribute to the attractiveness, vibrancy and identity of Station Square.

The MOU does not commit either party to specific expenditure or legally binding obligations but establishes principles for collaborative working and project development. Station Square forms a key gateway into Bognor Regis town centre and is often the first impression for visitors arriving by rail.

The Memorandum of Understanding provides a clear mechanism for Arun District Council and Govia Thameslink Railway to work collaboratively to improve the appearance, functionality and attractiveness of Station Square through environmental, cultural and community-led initiatives.

The arrangement will support wider objectives relating to:
• Town centre regeneration.
• Place-making and civic pride.
• Community participation and volunteering.
• Sustainable environmental improvements.
• Heritage interpretation and storytelling.
• Cultural development and creative engagement.
• Improved visitor experience and first impressions of Bognor Regis.

The MOU will facilitate project development whilst ensuring appropriate consultation, permissions and operational considerations are addressed with GTR before works or events are undertaken.

Alternative options considered

Option 1: Do nothing
This option was rejected as it would limit opportunities to improve Station Square through collaborative projects and would not provide a clear framework for partnership working between the parties.

Option 2: Develop individual agreements for each project
This option was rejected as it would create additional administration and delay project delivery. An overarching Memorandum of Understanding provides a more efficient framework whilst retaining the ability to consider individual projects on their merits.
